LUNA, Apayao – In line with the celebration of the 22nd Founding Anniversary of the Province of Apayao and in honor of its founding father, the late Hon. Elias K. Bulut, an administrative barangay in the Municipality of Kabugao will be created.
The Sangguniang Panlalawigan of Apayao will be having a special session on February 12, 2017 at Buyucan, Kabugao in order to enact an ordinance creating the Elias K. Bulut Administrative Barangay in Kabugao, Apayao.
The creation of the EKB Administrative Barangay is an offshoot of the popular clamor, desire and aspirations of the inhabitants, mostly indigenous peoples from the various Sitios in Barangay Lenneng, Kabugao with favorable recommendation of the Sangguniang Bayan of Kabugao. The name to be accorded to said administrative barangay is in honor to the founding father of the Province of Apayao, the late Mayor Elias K. Bulut who made possible the long cherished dream of an independent Apayao in 1995 through Republic Act 7878-he lobbied when he was still the Congressman. He passed away on December 5, 2015.
Being authored by Hon. Jeofrey Blas, Chairman-Committee on Barangay and Community Affairs, the creation of EKB Administrative Barangay will undoubtedly bring developments to the said locality through enhanced delivery of basic services.
After the special session, a ceremony for the declaration of the creation as well as the oath-taking of barangay officials of said EKB administrative barangay will immediately follow.
The Provincial Government of Apayao through the leadership of Governor Elias Bulut, Jr. supports the creation of administrative barangays and grants financial assistance to the existing administrative barangays which will soon include the EKB barangay.
There are already about five (5) existing administrative barangays in the Province of Apayao since its separation in 1995 from the Province of Kalinga. The EKB will be the sixth one.
The consistent creation of administrative barangays is in consonance with the desire of Governor Bulut in ensuring and supporting a more progressive and local government units in the Province. GERRIAHZON S. SEBASTIAN
