TABUK CITY, Kalinga – Local government units of Kalinga, through its Planning and Development Office and Agriculture Office, have prepared proposals and resolutions on irrigation-related projects for possible funding by the National Irrigation Administration (NIA)- Kalinga Irrigation Management Office.
In a planning workshop on the formulation of the three-year rolling infrastructure program (TRIP), public investment program (PIP) and annual investment program hosted by the agency from June 18-19, the proposals prepared by the local government units (LGUs) intend to gather valuable insights and recommendations, and be forwarded to NIA for inclusion in the NIA list of proposed projects for funding in the TRIP and PIP for 2025-2030.
Some of the projects that can be funded by NIA include Climate Change Adaptive Works (CCAW) in the form of protection works and steel gates, improvement of service road, restoration of Communal Irrigation System (CIS) and National Irrigation System (NIS), repair of CIS and NIS, solar pump irrigation projects (repair of pump irrigation system, restoration of pump irrigation project, small irrigation project, and CARP-IC).
According to Jimmy Danao, head of the Planning Unit of NIA Kalinga, LGUs can propose more irrigation development projects, but funding and approval depend on how much budget is allocated in a year.
For the city government, some of the irrigation-related projects that are included in the top 10 priority projects of barangays are construction of diversion dam; rehabilitation, construction and improvement of CIS; construction of small water impounding dam; solar pump for irrigation; and improvement of lateral C.
Participants worked on the five-year plan of their respective LGU highlighting in the template the Project, Program Activities, location of the proposed projects, its amount, and year of implementation. By Darwin S. Serion
