LINGAYEN, Pangasinan – The Sangguniang Panlalawigan (SP) in its regular session on February 13 confirmed the appointment of Ellsworth G. Gonzales as Provincial Population Officer through Provincial Resolution No. 538-2017.
Gonzales served as Officer-in-Charge of the Provincial Population Office (PPO) since 2013 holding the Provincial Development Officer III position prior to his present appointment as a Provincial Government Department Head (PGDH).
Gonzales earned his bachelor’s degree in community development from the University of the Philippines – Diliman (1997) and master’s degree in business administration from the University of Pangasinan (2003).
Serving in the provincial government for almost 11 years, he engages in project development and management which includes crafting of project proposals, design and concept, projects implementation, monitoring and evaluation.
“After careful examination, scrutiny, and review of the qualifications, records and experiences of the recommendee, the SP finds the appointment meritorious and therefore interposes no objection to said appointment,” the provincial resolution reads.
Section 463, par. (d) of Republic Act No. 71670, otherwise known as the Local Government Code of 1991, provides that heads of department and offices shall be appointed by the local chief executive with the concurrence of the majority of all members of the SP.
