LINGAYEN, Pangasinan – The Sangguniang Panlalawigan (SP), in its regular session held on February 13 approved Provincial Resolution No. 540-2017 congratulating Police Director Roel Barcena Obusan on his appointment as director of the Criminal Investigation and Detection Group (CIDG).
The new CIDG director hails from Poblacion, Laoac and is a member of the ‘Sinagtala’ Class of 1986 of the Philippine Military Academy and an alumni of Manaoag National High School batch ’79.
A decorated police officer, Obusan received several medal awards for his distinguished and dedicated achievements in police service. He was noted for his individual operational accomplishments including the arrest of two high-profile criminals and a leader of the Communist Party of the Philipppines – New People’s Army (CPP-NPA).
A lawyer by profession, Dir. Obusan was also assigned to carry out important missions in different parts of the country and had been successful in accomplishing law enforcement tasks.
Resolution author, fourth district board member Jeremy Agerico Rosario, stated in the provincial resolution that the province of Pangasinan firmly believes in the leadership, abilities and qualifications of the Police Dir. Obusan to lead the CIDG, being the primary investigation arm of the Philippine National Police.
