BAGUIO CITY November 12 – The city council en banc will conduct a series of public hearings and consultations relative to the proposed codification of the various city ordinances of the city.
Last November, 13, the council started with the public consultations with discussions focusing on amusements, parks and playgrounds and children, youth and education.
On November 19, 2015, 9 am to 12 noon, at the Crown Legacy Hotel, the public is being invited to share their inputs on cooperatives and labor and employment while suggestions and recommendations on building construction, public works and contracts will be accommodated in the same venue from 1 pm to 5 pm.
Comments on ordinances relating to senior citizens and social services could be ventilated by the public during the hearing scheduled on November 24, 2015, 9 am to 12 noon, at the Pines View Hotel, while issues on the names of streets, roads and barangays could be better discussed in the afternoon, 1 pm to 5 pm in the same venue.
Matters on ethics, governmental affairs, trade and commerce will be discussed on the scheduled hearing on November 26, 2015, 9 am to 12 noon, at the Pines view Hotel while pertinent concerns in relation to health and sanitation will be expounded during the afternoon session of the hearing from 1 pm to 5 pm in the same venue.
Vital problems on public utilities and transportation will be discussed by the public during the hearing on December 3, 2015, 9 am to 12 noon, at the Crown Legacy Hotel while peace and order and public safety issues will be concretized in the afternoon session of the same hearing day and in the same venue.
The codification of various city ordinances of the city started in 2007 with the formation of various committees to codify various codes of ordinances through Resolution No. 188, series of 2007.
Lawyer Branier Bengwayan, City Secretary, said the tourism code and investment and incentive code were initially approved while the approval of the environmental code is underway.
He added the subject maters on education, public utilities, public order and safety are already included in the proposed code of general ordinances.
In 2011, the late Vice Mayor Daniel T. Fariñas created the codification team from the city council staff to draft the proposed code of general ordinances.
According to Bengwayan, the committee undertook the first stage which is the pre-drafting stage that involved compilation, inventory, encoding of all the ordinances from 1934 to 2013 and classification of ordinances according to areas of concern.
For the second stage, the late vice mayor submitted a project proposal to Mayor Mauricio G. Domogan which was approved and the drafting stage was undertaken by lawyer Karen Calulut and the cross-checking of the ordinances which were consolidated were undertaken by the codification team to ensure that no provision of the ordinances were missed in the drafting.
Bengwayan cited the third stage which is the enactment stage is lodged with the members of the city council.
