FLORA, Apayao – Engineer Christopher V. Morales, the Undersecretary for Rice Industry Management, emphasized that the Intervention Monitoring Card (IMC) system will significantly streamline the process for rice farmers in Apayao to access vital Department of Agriculture assistance, including fertilizers and financial aid.
Conducted in partnership with the Development Bank of the Philippines and the Universal Storefront Services Corporation, this initiative aims to enhance support mechanisms for farmers.
During the launching caravan for the IMC at the Flora Municipal Gymnasium on April 24, rice farmers received their IMCs, which serve as their identification and cash cards. This development marks a milestone in facilitating easier access to government interventions, such as the PhP5,000 Rice Farmers’ Financial Assistance and other benefits under the Rice Tariffication Law (RA 11203).
The IMC functions as an e-wallet, enabling farmers to access various national government initiatives seamlessly, including fertilizer deliveries and financial aid. It encompasses a range of beneficiaries, including crop producers, fishermen, hog raisers, and other agri-fishery stakeholders. Each IMC is personalized with the beneficiary’s name, photo, QR code, RSBSA (Registry System for Basic Sectors in Agriculture) number, and e-wallet capabilities.
Usec. Morales highlighted the practicality of the cash card, which empowers smallholder rice farmers to manage their daily expenses efficiently. He emphasized that this government-led initiative will provide tangible resources and support to farmers and likewise underscores the community’s commitment to bolstering its agricultural foundation.
“We should be proud of our local farmers. We will keep collaborating with local organizations to advance and strengthen our agricultural sector because of your perseverance and hard work in ensuring the food security of the province,” remarked Usec. Morales.
Morales further urged eligible farmers to utilize the support for crop inputs wisely, stressing the significance of timely intervention during crucial seasons to maximize agricultural productivity and growth. By Krizza Joy Castillo
