In a bid to level up its human resource management services, the Department of Agriculture-Cordillera (DA-CAR) is now preparing to advance from transactional to process-defined human resource management (HRM) maturity level under the Program to Institutionalize Meritocracy and Excellence (PRIME) – HRM.
Members of the Project Management (PM) and Learning and Development (L&D) Committees were oriented this morning, June 06, on the different pillars and elements of the PM and L&D Human Resource (HR) systems. The required modes of verification, primarily documents, were also discussed to pave the way for a better understanding of the indicators enclosed in the two HR systems.
Dir. Josefina Tamondong, Argie Aquino, and Joshua Trinidad of CSC-Baguio served as the resource speakers.
“HRM is the business of everyone,” emphasized Dir. Tamondong citing that the PRIME-HRM entails greater engagement not just of the HRM Officer but also of the officials and the rank-and-file employees of the agency. She added that the PRIME-HRM is not a one-shot deal but it is a process that the agency has to go through.
The PRIME-HRM is a mechanism that empowers government agencies by developing their HRM competencies, systems, and practices toward human resource excellence. Under this mechanism, the Civil Service Commission (CSC) assesses the maturity level of an agency’s competencies, systems, and practices in four HR systems namely (1) recruitment, selection, and placement; (2) learning and development; (3) performance management; and (4) rewards and recognition.
