City officials recently requested the Department of Public Works and Highways – Baguio City District Engineering Office (DPWH-BCDEO) to install speed limit signs, rumble strips and other road safety signs along national roads where pedestrians are located in the city.
Under Resolution No. 206, series of 2024, local legislators stated that there is a need for a proactive response from concerned government agencies and local governments to avoid accidents that may endanger life, limb and property by installing protective devices and safety measures on roads approaching pedestrian lanes where it is deemed necessary.
The council claimed that it has been observed that vehicles traveling along Gov. Pack Road fronting the Baguio City National High School, Philippine-Japanese Friendship Park, and the Baguio City Host Lions Club travel at high speed posing danger to pedestrians.
Further, it has also been observed that the same is true along national roads such as Magsaysay Avenue fronting Hotel Supreme, Marcos highway fronting Center Point Plaza and Bakakeng Central Barangay Hall; Kennon road at the crossing at San Vicente satellite market and Camp 7 barangay area even in front of the Baguio City Hall, Shuntog road and other national roads with pedestrian lanes located near school zones, public buildings, satellite markets, malls and other congested areas.
Earlier, the local legislative body passed Ordinance No. 18, series of 2019 which imposed a speed limit of vehicles plying the various national roads in the city.
However, there are also speed limits along national roads prescribed by regulatory agencies such as the DPWH, thus, the same must be imposed along national roads within the city’s jurisdiction to ensure the safety of life, limb and property and to avoid the occurrence of untoward incidents that may compromise public safety.
