BAGUIO CITY – A joint public consultation will be held on five proposed ordinances including the truancy prohibition, the collection of an amount from residences to augment the honorarium of barangay tanods and the extension of public utility jeepney service until 10 p.m. on July 18 from 8 a.m. to 3 p.m. at the Multi-purpose Hall at City Hall.
The city council committees on ethics, governmental affairs and personnel chaired by Coun. Joel Alangsab, public protection and safety and peace and order by Coun. Francisco Ortega and education, culture and historical research by Coun. Peter Fianza will facilitate the public hearing which aims to father inputs and suggestions on the said proposals.
Proposed Ordinance No. 1222-17 entitled “Prohibition of Truancy in Baguio City” authored by Alangsab seeks to make it unlawful “for students to loiter, linger or stay in a public place or business establishment during school hours; for dropouts and out-of-school youth to loiter, linger or stay in a public place or business establishment within 100 meters radius from any school during school hours considering their influence to in-school students; for a parent or guardian to knowingly permit, or by insufficient control allow, the student to loiter, linger or stay in any business establishment or place within the city during school hours; for teachers and school authorities to knowingly permit or by insufficient control allow, the student to loiter, linger or stay in any business establishment within the city during school hours and for operators of business establishments or amusement areas to knowingly or by insufficient control allow, students to loiter, linger or stay in their establishments or place within the city during school hours.”
Proposed exemptions are when the student is on board a motor vehicle on his or her way home; when the student leaves the school for emergency purposes with a written authorization from his parents or guardian noted by the school authorities; when the student is going for a medical appointment with a written authorization from his or her teacher or accompanied by his or her parent or guardian; when the student is permitted by the school to leave the campus for some school-related activities and has in his or her possession a valid school issued of campus permit and when the student is accompanied by his parent or guardian or teacher or any school official.
Proposed Ordinance No. 61-18 authored by Ortega aims to impose the collection of P20 per residence each month in the City’s 128 barangays to add to the pay of tanods.
In return, the duties of these tanods will be streamlined to provide better service in ensuring security and safety of the residents.
The ordinance emphasized the duties and functions of the barangay tanod is to conduct night patrol in the barangay from 9 pm to 5 am; to ensure that tanods are well rested and efficient in their assigned tasks, they will be divided into two shifts; enforce laws relative to the protection of lives and properties in their barangays; coordinate with the barangay council and police authorities in the drive against all forms of crimes; monitor the presence of suspicious persons and illegal activities and report to proper authorities and perform other functions as may be provided by law.
Proposed Ordinance No. 99-18 also by Alangsab intends to extend the service of PUJs from 9 p.m. as mandated by Ordinance No. 66-95 to until 10 p.m. in view of the increasing demand by passengers.
The other proposals for scrutiny are Proposed Ordinance No. 162-17 “Prohibiting Drunk Passengers to Board any PUV in the City” and Proposed Ordinance No. 54-18 “Requiring All Business Establishment Serving Liquor to Designate Personnel to Serve as Barker for their Drunk Customers… “
