The academe as partners in instruction, research and extension greatly help in the advocacy for cooperatives. Some state universities colleges and high schools based in the region tapped and partnered with CDA in the identification of possible research topics. CDA also accepts students that undergo practicum and on the job training. At present, two students from the University of the Cordilleras together with five Senior High students of Pines City National High School are currently performing on the job training and 80 hour immersion at CDA-CAR Extension Office.
Also, the current attempt to include cooperative related topics in the curriculum can further enhance the awareness level of the youth on cooperatives. I hope that sustaining the established partnerships can pave the way for the results of researches to be applied for the improvement of cooperative operations. Opening of more courses, write ups, publications and opportunities for conduct of research studies may help increase appreciation on the benefits of becoming cooperative members.
It is my perception that schools are fertile grounds in molding the youth to embrace the principles and practices of cooperatives. Prior to the issuance of CDA-Memorandum 2015-03“Guidelines for the Creation, Organization, Supervision and Monitoring of Laboratory Cooperatives”, some cooperatives established laboratory cooperatives that cater to children regardless of age. However, under M.C.-2015-03, qualified laboratory membership is 7-17 years old. Such opportunity allows the youth to be trained on cooperatives and prepare them to become future leaders. Upon reaching majority age, these laboratory members can become regular members. Having imbibed the principles, the issue on succession planning is in place when young generations appreciate cooperative as a way of life.
Current trends indicate that various line agencies have positive appreciation of cooperatives as partners in the delivery of services. Recently, DSWD tapped the services of cooperatives in reaching out for the payment of claims of 4Ps beneficiaries. The partnerships of CDA with different line agencies like the DOLE, TESDA, DA, DAR, NCIP, etc. are welcome developments. Inclusion in the Regional Development Council under the Socio-Economic Cluster creates an atmosphere favorable for cooperative members. Likewise, special projects of line agencies are coursed through cooperatives acting as conduits and implementers.
Thanks for the passage of the Farm Tourism Act of 2016, which recognizes inter-agency approach in the promotion and development of tourist spots and farms different line agencies with the Department of Tourism as the lead agency. Given additional opportunities for business expansion, cooperatives with facilities and real estate properties can venture into new businesses.
The changing business environment favors the growth of cooperatives. Harnessing the potentials of cooperatives for social, economic and political reforms can make a difference. While enterprises are vulnerable to changes in business climate, cooperatives that are capitalized owned, operated and patronized by members have greater edge. Ownership and patronage has a great impact on the sustainability of the enterprise. Government support anchored on multi-sectoral approach can reinforce the gains of cooperatives.
How I wish that all government units will agree to course financial and technical assistance to communities through cooperatives.
