BAGUIO CITY – Mayor Mauricio G. Domogan recently issued Administrative Order (AO) No. 44, series of 2018 designating Assistant City Human Resource Management Officer Edith B. Dawaten as the local government’s Values Restoration officer (VRO) to facilitate the aggressive implementation of the government’s Values Restoration Program geared towards improving the behaviour of officials and employees that will translate to the delivery of quality service to the people.
The local chief executive underscored there is a need to designated the needed Values Restoration officer of the local government to facilitate the smooth implementation of the required Values Restoration Program beneficial to all government officials in equipping them with the appropriate values for them to deliver quality service to the people.
Under the order, Dawaten shall recommend the attendance of two (2) more employees to the Values Restoration officers training the trainers activity; recommend the creation of the VRO team which membership shall be determined after completion of the required training; facilitate the implementation of the Values Restoration Program in the local government of Baguio; cascade the Values Restoration Program in the local government of Baguio and perform other duties and responsibilities as may be assigned by the City Mayor.
The order specified that in discharging her assigned duties and responsibilities as the city’s VRO, she must make sure that it will not hamper the delivery of basic services considering that she holds a key position in the local government.
The Civil Service Commission (CSC) accredited the Council for the Restoration of Filipino Values (CRFV), a private learning and development institution, pursuant to CSC Resolution No. 1701172 promulgated on 01 August 2017.
CSC Announcement No. 40, series of 2013 issued by former CSC Chairperson Francisco T. Duque III and reiterated by CSC Announcement No. 40, series of 2017 issued by incumbent Chairperson Alicia Dela Rosa Bala encouraged agencies to support the Values Restoration Program which is a private-public partnership of the CSC and the CRFV by appointing at least two (2) Values Restoration Officers from the supervisory level and rank and file who shall coordinate all Values Restoration Program matters and attend the trainer’s training.
of the 41 batches of trainers who underwent the rigid training, Ms. Dawaten was the only representative from the local government of Baguio who was able to attend the 41st batch who trained in the CRFV office located at No. 24 Strawberry House, Naguilian road, Baguio city last 20-23 March 2018.
Domogan welcomed the CSC’s order for the designation of VROs not only in concerned government agencies but also in local governments to help instil a paradigm shift in the behaviour of officials and employees in the performance of their assigned duties and responsibilities so that they will be mindful of the need to deliver quality services to the clients of the local government in a day to day basis.
He encouraged city officials and employees to actively participate in the programs and activities that will be implemented by the designated VRO for the realization of the government’s values restoration program in coordination with its government and public partners for the upliftment of the quality of service being performed by the local government.
