TABUK CITY, Kalinga – Rep. Allen Jesse C. Mangaoang filed a bill in the House of Representatives seeking for the immediate establishment of the Kalinga Sports Training Center to be located in this city and appropriating the needed funds to enhance grassroots sports development not only in the province but also in the different parts of the Cordillera.
Under the proposed bill, the two-term lawmaker said that the Provincial Government of Kalinga, in coordination with the Philippine Sports Commission (PSC), shall take the necessary steps to upgrade, improve and modernize existing facilities, equipment and personnel and integrate them into the newly created sports training center.
The Provincial Government of Kalinga, in coordination with the PSC, shall create the necessary training programs, appropriate tournaments and competitions, as well as the system by which the facilities shall be maintained and managed in order to accomplish the objectives and purposes of the proposed law.
Mangaoang claimed that the the establishment and operation of the Kalinga Sports Training Center shall be funded by the Provincial Government of Kalinga and such funds as may be granted by the PSC or by the Office of the President. In addition, grants and endowments may be obtained from local or foreign sources intended for sports development.
He asserted that the Commission’s program the necessary funding requirements of the Kalinga Sports Training Center.
According to him, The PSC, in coordination with the Provincial Government of Kalinga and the City Government of Tabuk, shall promulgate the necessary rules and regulations for the implementation of this Act within ninety (90) days after its enactment into law.
“Sports play a great role in our life as it keeps us healthy and active. It leads us to a balanced mental and physical growth and teaches us, especially the youth life skills like teamwork, leadership nd patience,” Mangaoang stressed.
The Kalinga solon underscored that great achievements come the way of the people, particularly to the athletes, when they maintain their physical and mental well-being through sports development.
In order to promote sports in the grassroots level, he explained that there is a need to create the Kalinga Sports Training Center that shall be constituted as the primary sports training center for athletes, both professional and amateur, coaches and other sports personnel in the different sports disciplines in the province and its neighboring provinces.
Mangaoang envisioned the center to provide the people, especially the athletes from the different parts of Kalinga, with decent facilities that will help in owning their skills and produce world-class talents in various sports disciplines.
With the enactment of the measure, the Kalinga congressman explained that the government could expand its support to the athletes and other upcoming and potential athletes by giving them easy access to proper venues, better facilities and sports equipment and appropriate training programs that will complement the determination and hearts of the athletes and will further enhance their competence in local, regional, national and international competitions.
