BAGUIO CITY – Mayor Mauricio G. Domogan questioned the process of the Philippine National Police PNP) in selecting the qualified senior police officers that were submitted to him from which he and the local Screening Committee will select the next City Director of the Baguio City Police Office (BCPO).
The local chief executive claimed it is now obvious that based on the shortlist submitted to him by the PNP, there is a blatant circumvention of the law to suit a certain candidate for the position so that he will be left with no available option but to select whoever is in the list that will serve their interests.
He said one of those who was on the shortlist already informed him that he will not be available for interview on March 6, 2017, because he was already appointed to another position which now casts doubt on the integrity and credibility of the shortlist that was submitted to him.
“What will happen if the four other candidates for BCPO chief in the shortlist will not appear, then the work of the Screening Committee will be futile because we will be left with only one option which is not fair to the city,” Domogan stressed.
The qualified senior police commissioned officers in the shorlist received by the City Mayor’s Office on February 24, 2017, are Senior Superintendent Nino David Licus Rabaya, Senior Superintendent Randy Quines Peralta, Senior Superintendent Peter Ngipol Nabuye, Senior Superintendent Giovanie Cachero Maines and Senior Superintendent Ramil Ladyong Saculles.
Domogan suggested the PNP leadership should consider expanding the shortlist with additional qualified and interested applicants so that local chief executives will have a wider option to select the next City Director of the BCPO because the present shortlist seems to have been allegedly manipulated to suit the interest of some quarters.
The qualified police officers in the shortlist were already sent official communications for them to personally appear before the members of the Screening Committee to present their programs on how to improve the city’s peacekeeping and anti-criminality initiatives to help sustain the gains of peace and order in the city through the years.
Aside from their personal presence, the qualified commissioned officers were required to bring with them their resume, performance rating for two consecutive periods, among other pertinent documents that will support their qualifications to become the next BCPO chief.
He admitted that some of the qualified police officers who were supposed to be included on the shortlist were allegedly removed by the PNP Senior Officers Placement Board for unknown reasons, thus, it is turning out that there is a clear circumvention of the rules and regulations that deprive local chief executives the chance to select the rightful commissioned police officer to be put in place in their respective areas of jurisdiction.
Domogan is keeping his fingers crossed that the invited police commissioned officers who were included in the shortlist will personally appear during their scheduled interview on Monday so that the Screening Committee will have the chance to select from them the next BCPO chief.
