“Maganda ang naging resulta ng aming paglapit sa DOST.”

Ganito inilarawan ng negosyanteng si Raiisa Vargas ng Elisha Bay Dagupan Bangus and Seafoods ang kanyang naging karanasan sa paghingi ng tulong sa gobyerno partikular na sa Department of Science and Technology o DOST upang mas mapalago ang kanyang munting negosyo.

Ayon kay Vargas, ang Elisha Bay Dagupan Bangus and Seafoods na kanyang negosyo ay umiikot sa pagpoproseso ng Dagupan bangus na nagsimula lamang sa kanilang likod-bahay na ngayon ay naging maunlad kung saan ay nakapag-i-export na sila ng kanilang naprosesong produktong Dagupan bangus sa ibang bansa.

 “We started in September 2017 at ang una pong tumulong sa amin ay ang DOST. ‘Yon po ‘yong time na naghahanap kami ng pwede naming gamiting equipment para sa aming bagong negosyo at inoffer po nila sa amin ang SETUP. ‘Yon po ang Small Enterprise Technology Upgrading Program,” saad ni Vargas.

“Ang ganda po ng naging result ng aming paglapit sa kanila dahil natulungan nila kami. In fact, nagkaroon po kami ng isang vacuum sealer at freezer and other stainless tables po para sa aming negosyo,” saad ni Vargas.

 “Ang SETUP ay naglalayong matulungan ang ating mga negosyante sa pamamagitan ng pagpapahiram ng halagang maaari nilang gamitin para makapag-upgrade ng kanilang makinarya upang mapabilis ang kanilang produksyon at ma-cater ang demand ng kanilang produkto o serbisyo,” ani Edward Ugale, project assistant II ng Provincial Science and Technology Center-Pangasinan.

Ayon kay Ugale, isa lamang si Elisha Bay Dagupan Bangus and Seafoods sa mga maliliit na negosyante sa Pangasinan na nakapag-avail na ng nasabing programa.

Aniya, ngayong taon ay nasa P9.7 milyon ang nai-release ng DOST-Pangasinan para sa 14 na mga maliliit na negosyante sa lalawigan bilang pautang o soft loan sa ilalim ng SETUP.

Ayon sa DOST, ang SETUP ay isang programa na walang hinihinging collateral at wala rin pinapatong na interes sa kabuuang halaga na nahiram ng mga benepisyaryo ng programa.

At para makatulong sa pinansyal na pangangailangan ng mga MSMEs na benepisyaryo ng programa ay binibigyan din umano ng DOST ng anim na buwan na palugit ang cooperator bago sila magsimulang magrefund ng kanilang nahiram na halaga na pambili ng mga makinarya o teknolohiyang kailangan nila sa kanilang pagnenegosyo.

Sa sertipikadong ligtas at de-kalidad na pagproseso ng pagkain ng Elisha Bay Bangus and Seafoods, naibebenta na rin nila ang kanilang mga produkto hindi lamang sa lalawigan ng Pangasinan kundi maging sa lalawigan ng Laguna, Metro Manila, Baguio City, Cordillera, at mga probinsya sa Rehiyon 4A at 4B.

Sa kasalukuyan, nakarating na rin ang mga produkto ng Elisha Bay Dagupan Bangus and Seafoods sa mga bansang California, Texas, Washington, Florida at San Francisco.

Kabilang sa mga produktong iniaalok ng Elisha Bay Dagupan Bangus and Seafoods ay ang Dagupan boneless bangus sa pesto, garlic, hainanese, Asian steak, spicy masala, at chili garlic flavors.

Gumagawa rin sila ng mga de-boteng gourmet bangus Portuguese style in olive oil, original at spicy adobo style in corn oil, pesto flavored sa olive oil, bangus na may tomato sauce, bangus na may turmeric in olive oil, bangus Hawaiian style, bangus na may sun-dried tomatoes in olive oil, bangus-tuyo in corn oil, pesto tuyo delizioso, at tuyo delizioso.

Para kay Vargas, bagamat nagkaroon ng pandemya, naging maganda pa rin ang takbo ng kanilang negosyo matapos ang limang taong operasyon nito.

“Hindi gaya noong una na hirap na hirap kami. Dahil ngayon po na-equip na kami ng iba’t ibang government agencies,” ani Vargas.

Aniya, mas lalo pang mas maganda ang kanilang tinitignan na kinabukasan dahil alam nila na marami pa silang maaaring ma-avail na programa ng gobyerno.

Sa mga nais maging katulad ni Vargas at nais mag-avail ng programang SETUP para sa kanilang maliit na negosyo, kailangan lamang ay magbigay ng letter of intent sa DOST, kopya ng business permit, lisensya, at sertipiko tulad ng Mayor’s permit o permit mula sa Department of Trade and Industry (DTI).

Ayon sa DOST, ang mga negosyanteng kwalipikado sa programa at prayoridad ng kagawaran ay mga negosyanteng nasa sektor ng food processing; furniture; gift decors/handicrafts; agricultural, marine, aquaculture, forestry and livestock; metals engineering; and Information Communication Technology (ICT).

Kung mayroong nais malaman sa naturang programa, maaaring magsadya sa tanggapan ng DOST-Pangasinan Provincial Office na matatagpuan sa Alvear Street sa bayan ng Lingayen at DOST Provincial Science and Technology Center na makikita naman sa loob ng Pangasinan State University (PSU) Urdaneta City Campus.
