BONTOC, Mountain Province – The former Provincial Election Supervisor of the province was recently charged by an anti-graft and corruption advocate for alleged dishonesty, absence without leave or grave misconduct.
In a 1page sworn affidavit, Salvador Liked of Balintaugan, Bauko, Mountain Province accused former Acting Provincial election Supervisor Elenita Julia Tabangin-Capuyan of the said offenses, citing that during the election period for the May 9, 2016 general elections, particularly from January 16 to June 30, 2016, she was assigned as the election supervisor of the province.
However, Liked accused her of not actually reporting to the Mountain Province election office from January 16 to March 16, 2016 as reportedly evidenced by the fact that he regularly goes to the said office in the capital town to monitor and follow-up business matters.
Liked withheld the testimonies of potential witnesses and other pieces of evidence to avoid their identification and eventual harassment by the concerned officials.
He claimed from March 17 to June 30, 2016, she sporadically reported for duty in her office in the province and instead, she always goes to her office in Baguio city and minds its affairs despite the fact that another election supervisor was already assigned there.
According to the complaint, a criminal offense was filed against her and her colleagues in the poll body in Manila in connection with her official capacity as member of the Provincial board of Canvassers (PBOC) Mountain Province on the three occasions, September 9, 22 and October 12, 2016, she went on hearing and submitted her counter-affidavit and comment notarized.
However, Liked cited she included the three days in her daily time records and collected her salary with overtime for the said days and such act constitutes dishonesty and grave misconduct as she did not file a leave on the three dates.
On the other hand, Liked accused her of allegedly signing the daily time records of Melanie Daza, an employee of the poll body assigned at the Provincial election Supervisor of Benguet, for the month of June despite her failure to report to her office from June 10 to 17, 2016 because she reportedly went somewhere without leave of absence, thus, Daza should also be prosecuted for being absence on the said days.
Liked attached the pertinent documents that will support the filing of the complaint against the election supervisor, saying that the poll body should conduct an in-depth investigation on the matter to prevent her from repeating the same offenses in the future.
He assured the poll body that he will be presenting the pertinent documents and testimonies of witnesses to support the allegations against the election official.
In a text message, Capuyan claimed she did not yet receive a copy of the latest complaint but described the same as harassment considering that he was able to file various cases against her over the past several months.
