SAN FERNANDO CITY, La Union – The National Power Corporation (Napocor) forged an agreement Monday with the National Transmission Corporation (Transco) for the adoption of the Transco Oracle System that will significantly upgrade and integrate Napocor’s own system.
The Memorandum of Agreement was signed by Napocor President Ma. Gladys Cruz-Sta. Rita and Transco President Rolando T. Bacani.
Under the agreement, both government agencies will form a special project team that will work together for the adoption of the Transco Oracle System. The special project will comprise of two components, the Financial Systems, that will allow functions like budget planning and monitoring, logistics, and property management, and the Personnel Information Systems that will maintain demographics and service profiles of employees.
The adopted system that will be called National Power Corporation Oracle Logistics and Finance (NPC-OLAF) System is expected to produce faster flow of information and data availability.
“The OLAF System gives the corporation countless advantages like in the preparation of budget utilization report. If it took us around four weeks to come up with such report, it will now be faster with the system,” said President Sta. Rita.
The OLAF System can also aid the Napocor-Small Power Utilities Group (Napocor- SPUG) plants in fuel and spare parts monitoring that are crucial in the plants’ operations.
President Sta. Rita also believes that collaboration with fellow government agencies like the said system adoption promotes resourceful financial management.
“Instead of government agencies making huge investments, a tie-up with a fellow agency does not only foster camaraderie but also saves money. Ang kasunduang ito kasama ang Transco ay isang modelo ng tulungan at pakikipag-isa,” President Sta. Rita added.
President Bacani of Transco likewise shared helpful guidelines with Napocor when it comes to fully implementing the Oracle System from the Legacy system. “The key is cooperation and constant coordination,” he said.
“We are part of the same DOE family and so we share this with you to save time, money and effort,” President Bacani added.
Napocor shall implement the system in a modular manner until every functional group adopts the system. The development and enhancement of the Budget Preparation System started on February 1, 2015 and is estimated to be completed by the end of April.
It was in 2009 when Napocor first embarked on the implementation of the Oracle System with the purchase of Oracle E-Business suite and Oracle Database. However, it was not fully utilized because of the uniqueness of Napocor’s financial reports as a Government Owned and Controlled Corporation (GOCC).
Upon President Sta. Rita’s assumption to office in 2013, she gave a marching instruction to fully implement the project to keep Napocor at par with government corporations that use the same system. Learning that Transco which uses the Oracle has successfully developed its system rooted in the Legacy platform, which Napocor also used, Napocor pushed for a partnership with Transco. Thus, the Memorandum of Agreement with Transco was pressed.
