LUBUAGAN, Kalinga – Sitio Liglig, Tanglag in the municipality of Lubuagan in Kalinga is a farming village that can be reached by a two-hour hike across rugged terrain and crisscrossing rivers. Barangay Tanglag came to prominence at the height of the community protest against the construction of the Chico River Dam in 1976 during the time of the late President Ferdinand Marcos. The residents protested the dam project for fear it would submerge farms and communities.
Late October last year, the barangays of Mabaca and Poswoy in Balbalan, and Tanglag in Lubuagan were categorized by the Armed Forces of the Philippines (AFP) as influenced barangays while barangays Western Uma, Upper Uma, Lower Uma in Lubuagan; Guinaaang in Pasil; Balantoy (Sitio Ligayan), Gawaan, Ababaan in Balbalan; Baay, Apatan, Wagod, Ammacian (Sitio Bonnong), Limos in Pinukpuk and Dupag , Tabuk City were labeled as less influenced.
In view of helping the government combat insurgencies in the country, the Department of Labor and Employment (DOLE) Cordillera Administrative Region continued its engagement to the National Task Force to End Local Communists Armed Conflict (NTF-ELCAC) through its various interventions and activities in the region.
The Sixty (60) beneficiaries are farmers of which 19 are female, 10 are senior citizens and one PWD. The organization was registered as rural workers association with the Department of Labor and Employment – Cordillera Administrative Region (DOLE-CAR) sometime in March 2011.
DOLE-CAR Regional Director Exequiel Ronie A. Guzman said awarded livelihood check amounting to five hundred one thousand five hundred pesos (501, 500.00) will be used to purchase equipment like 1 unit portable rice mill, 1 unit multi thresher and 1 unit hand tractor.
“The DOLE-CAR will continue to deliver programs and services especially during the Coronavirus disease 2019 (COVID-19) crisis”. Guzman added.
DILEEP aims to contribute to poverty reduction to eligible beneficiaries: self-employed who are unable to earn sufficient income, marginalized and landless farmers, parents of child laborers, low wage and seasonal workers, and displaced workers who are committed to undertake active participation in group activities like preparation of project proposals, conduct of trainings, and implementation of actual livelihood programs.
The awarding of the livelihood check was headed by Avelina Manganip, Phd, DOLE Kalinga Field Office Head and witnessed by Mr. Placido Alsiyang, representative of the office of the congressman, personnel from PNP and the Philippine Army, the Provincial Governor represented by Dada Wandag, and the PESO Manager represented by June Mae Budaden, the assistant PESO manager of the Province of Kalinga.
