BONTOC, Mountain Province – The Association of Local Government Accountants of Mountain Province (ALGAMP) spearheaded a two-day training/seminar for the punong barangays and barangay treasurers of the first district of MP at the Multi-Purpose Hall, Poblacion last December 12 and 13, 2023.
According to Provincial Accountant and ALGAMP President Theodore B. Marerro, the seminar was conducted to address the requests from the municipal accountants of the various municipal government units of the province.
In appreciation of the undertaking, Gov. Bonifacio C. Lacwasan, Jr. expressed his personal congratulatory message to the ALGAMP for initiating the activity and to all the newly-elected and re-elected barangay officials and commended them for their participation in the activity.
As a former punong barangay in Otucan, Bauko for 13 years, Governor Lacwasan said that he understands how challenging it is to uphold the responsibilities of a punong barangay and therefore said that such seminar is essential and useful.
The lectures on the first day include an orientation of barangay revenue generation that was discussed by Provincial Treasurer Rafael R. Lingbanan, Jr., updates from the Department of Interior and Local Government that was shared by Local Government Operations Officer Samson Appoy, and barangay procurement processes that were discussed by Provincial Legal Officer Tomas A. Kiwang.
On the second day, the topics were all discussed by the former Assistant Regional Director of the Commission on Audit-Cordillera Administrative Region, Mary D. Bacwaden. Her topics included an overview of barangay management; fundamental accounting principles; appropriation, recording, and reporting; obligation and disbursements; miscellaneous transactions; and laws and rules on government expenditures.
In closing, Sangguniang Panlalawigan Provincial Government Assistant Department Head Andrew Magwilang relayed Vice Governor Francis O. Tauli’s congratulations to the participants for successfully completing the two-day seminar.
“Daytuy nga duwa nga aldaw nga training yu maipanggep iti barangay financial management, procurement processes in the barangay setting ken DILG updates ket importante launay nga armas yu tapnu maiyaramid yu nga usto ti trabaho yu ken malpas iti usto nga oras wennu ahead of time,” Magwilang said.
Meanwhile, Vice Governor Tauli, board members Ezra Samson A. Gomez, Joshua B. Fronda, and Ken Paulo P. Nacnas were also present during the opening ceremony of the training/seminar.
