Besao KALSADA project breaks ground

BESAO, Mountain Province  – The ground breaking rites for the improvement and upgrading of the Nacawang-Panabungen-Maliten provincial road was held last Friday, September 29.

The P30-M project covers a 1.9-kilometer stretch from barangay Nacawang to Panabungen in Besao under the Konkreto at Ayos na LanSAngan ang DAan Tungo sa Pangkalahatang Kaunlaran (KALSADA) Program of the Department of Interior and Local Government (DILG).

The project is jointly funded by the Department of Budget Management, DILG and the Mountain Province provincial government. It is among the three projects are implemented in the province under the DILG for this year

Governor Bonifacio C. Lacwasan, Jr. and Vice Governor Francis Tauli led the ceremonial time-capsule laying while the project site was blessed by Fr. Willis B. Cunning in a short ceremony participated in by public officials and by the community.

In attendance during the groundbreaking rites are the personnel of Besao municipal government led by Mayor Johnson D. Bantog II and Vice Mayor June T. Lopsoten, Besao barangay officials, Besao MPS, municipal officer of the DILG Caridad Basilio, Board Member Salvador K. Dalang, some members of the clergy, residents of the beneficiary barangays, and representatives of the various provincial offices.

During the simple program, the key officials urged the residents to monitor the project in their place for its proper implementation while the residents asked the contractor to consider the welfare of the project’s beneficiaries.

In response, a representative of Valley Construction and Aggregates committed to finish the project according to plan and specifications.

Aside from monitoring the projects, Mayor Bantog and other officials urged the residents to cooperate with the government and consider to give way on some road issues to avoid hampering the implementation of the project.

Governor Lacwasan commended the efforts of the DILG for bringing the project to the province and for providing technical assistance to the provincial government. He also mentioned the important roles of the different departments in the provincial government like the PEO, PPDO, IAS and the different finance sections in the project’s implementation.

“The province cannot qualify for the KALSADA program without complying with the different fund release requirements. The departments concerned in the provincial government did their parts in the realization of this project,” he said.

Vice Governor Tauli and Board Member Dalang also expressed the full support of the Office of the Sangguniang Panlalawigan to the different programs of the provincial government.

“We assure you that the Sangguniang Panlalawigan is supportive of the programs of the provincial government especially in the alleviation of the socio-economic situation of our people,” Tauli said.

The provincial officials assured the constituents of Besao that they will do their best in bringing more road projects in the place.

Moreover, the governor also noted the improvement of the Besao-Nacawang Farm-to-Market-Road (FMR) under the PRDP which is expected to further improve the road networks in the place.

The groundbreaking ceremony for the improvement of Besao-Nacawang FMR is scheduled on October 19.

“These projects that the government brought to your place will surely benefit our constituents,” Lacwasan said.

Meanwhile, Basilio explained that to qualify for the KALSADA program, the province must adhere to the Full Disclosure Policy of the Commission on Audit and should have no adverse report from the said commission. In addition, an LGU must also comply with the different fund release requirements such as the Provincial Road Development Plan (PRNDP) and the Detailed Engineering Design (DED).
