ITOGON, Benguet – Benguet Caretaker Congressman and Anti-Crime and Terrorism through Community Involvement and Support (ACT-CIS) Party-list Rep. Eric Yap filed a bill in the House of Representatives separating the sitio of Dalicno from Barangay Ampucao in the municipality and constituting it into a separate and independent barangay to be known as Barangay Dalicno.
Yap disclosed that since he was appointed as the province’s legislative caretaker, his very purpose was to bring the programs and services of the government closer to the people of Benguet.
“The days of long lines and the hours of travels from far flung areas to the capital just to seek assistance are over. We now have a system in which we bring the social services within their reach, as we personally go to every municipality and barangay to also consult with them,” Congressman Yap stressed.
House Bill (HB) 10450 was filed in the House of Representatives to separate sitio Dalicno from barangay Ampucao and constituting the same as a barangay to further enhance the delivery of basic services to the residents in the said sitio.
The lawmaker admitted that many residents have also raised the issue of the sitio being distant from barangay Ampucao that prevents them from attending social activities like general assemblies, dialogues, barangay fiestas, meetings, and training among others.
“We have consulted this matter with our officials and kailyans in barangay Ampucao and they have expressed their support for the immediate passage of the proposed measure into law. There are also signed resolutions and petitions from groups and residents of the involved sitio in support of the said bill,” Congressman Yap stated.
Sitio Dalicno has more than 2,000 inhabitants which makes it qualified to be constituted as a barangay pursuant to the pertinent provisions of Republic Act (RA) 7160, or the Local Government Code of the Philippines.
Earlier, Congressman Yap filed a bill that also intends to divide Barangay Balili in Mankayan town where each of the barangays will be known as Barangay Balili North and Barangay Balili South pursuant to an earlier request of the municipal government. By HENT
