City officials called on the City Buildings and Architecture Office (CBAO) and City Environment and Parks Management Office (CEPMO) design team regarding the design of the Post Office Garden as to its functionality and to possibly reconstruct the present design.
In a resolution authored by Councilor Elmer O. Datuin, it stated that if possible, the lower part of the Post Office garden immediately adjacent to Session Road should be redesigned to cater and maximize its functionality as a spectator area for the people to have vantage sitting during parades and other major events conducted along the city’s main thoroughfare.
The resolution pointed out that form, aesthetics and function are some of the chief aspects to consider when designing a building, thus, it should be balanced and go hand in hand for a successful design.
Baguio city has at least seven major parades, 3 during the annual conduct of the Panagbenga flower festival, the St. Louis University’s lantern parade, Christmas in Baguio opening parade, Baguio Day parade and Chinese New Year parade.
According to the resolution, the Post Office Garden has been one of the traditional areas for spectators to watch the major parades and other programs held at Upper Session road due to its vantage view during the said events.
However, the resolution argued that if the present design will push through, it will not be functional as the traditional spectator area will no longer be present.
Further, if the spectators flock in the said area, the flowers planted may be destroyed with the volume of spectators that will be flocking the area, thus, it will be a waste of resources for the local government.
