BAGUIO CITY – In a stirring celebration of women’s achievements and the dedication of the Baguio City Police Office (BCPO), the 2024 Kababaihan Festival took center stage at Malcolm Square, Baguio City, on March 8th. This festival honors women’s contributions to society and recognizes the outstanding efforts of the BCPO’s Women and Children Protection Desk (WCPD) and police women who have shown exceptional commitment to their community.
The festival’s theme, “Lipunang Patas sa Bagong Pilipinas: Kakayahan ng Kababaihan, Patutunayan!” underscored the pivotal role of women in shaping a just and equitable society. It resonated powerfully throughout the event, emphasizing women’s significant contributions and capabilities in various sectors, including law enforcement.
At the heart of the festivities was the recognition of the Best Baguio City Police Office – Women and Children Protection Desk, which was honored, with accolades extended to WCPD units from various police stations. The 2nd runner-up spot was awarded to WCPD at Police Station 3, while the 1st runner-up position went to WCPD at Police Station 6. Additionally, recognition was given to the Best BCPO – Women and Children Protection Desk, which was bestowed upon WCPD at Police Station 4, showcasing the dedication and excellence of these units in safeguarding the rights and welfare of women and children within the community.
Among the notable awardees was PSSG Khaye J. Estigo of Police Station 2, who was honored with the Medal ng Kagalingan for her exemplary performance during a successful buy-bust operation, which led to the apprehension of a high-value individual, Patrolwoman Cheryl L. Gumme of the Mobile Patrol Unit was recognized with the Medal ng Ugnayang Pampulisya for her significant contribution to Police Community Relations through her generous donation to pediatric cancer patients at the Baguio General Hospital. Lastly, Patrolwoman Gian Faye R. Dela Cruz of the Mobile Patrol Unit was also awarded the Medal ng Ugnayang Pampulisya for organizing a heartwarming gift-giving activity for Pinsao Proper Daycare Center pupils.
These commendations highlight the dedication and compassion exhibited by female officers of the BCPO, showcasing their pivotal role in fostering positive relationships within the community and addressing critical issues such as crime and violence.
Police Colonel Francisco B. Bulwayan Jr. emphasized the importance of women in the BCPO, stating that positions within the force prioritize capability rather than gender. He highlighted the BCPO’s commitment to inclusivity and ensuring that female officers are given equal opportunities for advancement and recognition. “Actually, we have offered positions, na pwede naman sila especially sa mga officers,yung mga key positions na ino-offer natin priorities ang female, hindi nababalewala ang mga females sa BCPO.”
One significant achievement noted during the festival was the reduction in cases of violence against women compared to previous years, signaling Baguio City’s status as one of the safest places for women in the region. This accomplishment reflects the effectiveness of collaborative efforts between law enforcement agencies, partner organizations, and local government units in addressing gender-based violence and providing support to victims.
In cases of violence or abuse, the BCPO reassures women of their unwavering support and encourages them to seek assistance from trained policewomen available 24/7 at every police station. Victims are assured of comprehensive support and protection with a coordinated response system involving partner agencies such as the Department of Social Welfare and Development (DSWD) and the Baguio General Hospital (BGH).
“We have a system, kung kailangan at hindi makabalik sa bahay nila idudulog natin sa mga agencies, local government unit concerns, DSWD, BGH kung halimbawa may mga injuries siya, we have proper coordination system to follow, and other agencies are very cooperative naman sa mga ganong cases.” he stressed.
He also fervently advocates for women experiencing abuse to seek assistance from their local Police Station “Sa mga nabibiktima na babae dito sa baguio, wag po kayo matakot lahat ng office natin lahat ng police station natin lahat ay may trained police women, hindi pwede ang male police na magiimbistiga sa inyo, so, magiimbistiga kung ano man yung madudulog niyong kaso, so we have trained police women dedicated for all cases or complaints regarding women. So they are very accommodating 24/7.
The 2024 Kababaihan Festival not only celebrates the achievements of women but also serves as a testament to the BCPO’s commitment to creating a safer and more inclusive community for all. As Baguio City strives towards gender equality and empowerment, the invaluable contributions of women in law enforcement and beyond will undoubtedly play a crucial role in shaping its future.
