The Cordillera Regional Development Council through the Regional Development Budget Coordinating Committee (RDBCC) reviewed the FY 2024 proposed budgets of 25 regional line agencies (RLAs) and six state universities and colleges (SUCs) on February 27-28 and March 1-2, 2023. The review focused on implementation-ready new or expanded programs and projects that will promote the 8–point socio-economic agenda of the administration and the Philippine and Regional Development Plans 2023-2028. The budget preparation guidelines also prescribe government programs to prioritize the poorest, climate change and disaster risk-vulnerable areas as well as geographically-isolated and disadvantaged areas (GIDAs). The review also included the budget proposal of the Baguio City-La Trinidad-Itogon-Sablan-Tuba-Tublay Development Authority (BLISTTDA) created by RA 11932, s. 2022.
The recommendations of the review panel included the alignment of Programs, Projects and Activities (PPAs) to the national and regional development goals and strategies, the Sustainable Development Goals (SDGs) and inclusion of programs and projects advancing regional autonomy, mainstreaming of gender and development and the spatial allocation of budgets to priority sectors on infrastructure, education, health and livelihood.
The RDBCC is chaired by Department of Budget and Management-CAR Regional Director Irene Gahid and co-chaired by National Economic and Development Authority-CAR Regional Director Susan Sumbeling. The review panel included the RDC Sectoral Committee chairpersons, Private Sector Representatives (PSRs), representatives of LGUs and Congressional representatives.
The FY 2024 budgets of SUCs, RLAs and the BLISTTDA were approved by the Regional Development Council in its First Quarter Meeting on March 9, 2023. By Leonarda B. Lingayo, Sr.
