City officials recently requested the City Engineering Office–Traffic and Transportation Management Division (CEO-TTMD) and the Baguio City Police Office-Traffic Enforcement Unit (BCPO-TEU) to update the local legislative body on the ongoing implementation of the pertinent provisions of Ordinance No. 18, series of 2019 otherwise known as the Speed Limit Ordinance of Baguio City.
Under Resolution No. 205, series of 2024, local legislators stated that there are motorists plying the various city roads who do not observe the implementation of the speed limit on the roads which now pose a serious threat to the public.
Section 18 and 19 of the aforesaid ordinance stated that all traffic citation tickets shall be submitted by the apprehending law enforcement officer to the CEO-TTMD within 24 hours from the time of issuance.
Further, the CEO-TTMD shall likewise collect data on the number of apprehensions, fines collected, cases resolved, and other relevant data pertaining to the enforcement of the said ordinance.
More importantly, road crash data shall be collected and encoded by the CEO-TTMD using the data for road incidents visualization evaluation and reporting (DRIVER) system of the Department of Transportation.
Moreover, other enforcement and results of monitoring and evaluation shall be maintained in a database by the CEO-TTMD and submitted to the city council and the City Mayor’s Office for whatever purpose the same may serve. On or before the 30th of January of the succeeding year and annually thereafter that will serve as a guide for the development of road safety policies.
The ordinance added that the CEO-TMD shall conduct a review of the speed limits provided in the measure every three years to ensure that the speed limits are appropriate for the actual road conditions in the city.
Ordinance No. 18, series of 2018 was approved and signed as a law on February 26, 2019.
The ordinance provided among others the responsibilities of the CEO-TTMD which is to case the installation of speed limit signs on the primary, secondary, tertiary, city, and barangay roads in the city and the enforcement of the ordinance.
Copies of the approved resolution will be transmitted to the CEO-TTMD and BCPO-TEU for their information, guidance, ready reference and further needed action. By Dexter A. See
