ARINGAY, La Union – The Field Operations Division (FOD) of the DA-RFO CAR has set its goals of performing better to achieve its targets for 2023.
In the recent 2023 year-end assessment, planning, and capability-building activity in Aringay, La Union, Field Operations Division Chief Virginia Tapat explained that for this year, a focus on identifying what the deliverables of FOD are, aside from reviewing and analyzing the trends in the last 3 years as a guide in developing or creating appropriate measures to better improve the performance of the division.
“Our challenge and objectives for this activity is to present and review a more macro or division level outlook in terms of physical targets, while focusing on the financial disbursement for the last 3 years. Second is to present and review the challenges experienced by the division, aside from determining the good practices to be used for diagnosing and analyzing issues, for us to dig deeper into what were the root causes for these,” Tapat said.
In 2022, the budget of FOD is more than half of the DA-CAR’s allotment handled by the division for the Rice, Corn, HVCDP, Organic Agriculture, and the Halal program.
“If 5 programs units of the FOD will have a positive performance, the tendency is we bring or lift up the overall performance of the Regional Field Office, similarly if we have a low accomplishment both physical and financial on the 5 banner programs, chances are we will have a low performance,” the FOD Chief stated.
For 2023, FOD’s focus and objectives is to look at and review its backlog while looking at the Programs, Projects and Activities (PPA) to come up with a revisited view and alignment of its operational plan and data.
Tapat also pointed out the importance of Rest and Recreation of its personnel in 2023 by taking care of their mental health while strengthening teamwork, including synchronized scheduling of field activities.
In his inspirational message, Regional Executive Director Cameron Odsey recognized the importance of how FOD’s human resources would have an effect in achieving its targets in terms of the delivery of services to its clients.
“I wish to emphasize that the strength of the RFO is dependent on the individual strength of the RFO employees. The office is now undergoing the ISO accreditation to which we should look at the ISO as a tool to improve how we do things with emphasis on vision, mission and quality”, Director Odsey said.
The International Organization for Standardization or ISO is an international standard for defining a quality management system (QMS) which outlines various criteria (or standards) to define quality management principles such as focusing on the customer, optimizing leadership and management within the organization, improving and fine-tuning internal processes, and general methods of continuous improvement.
Among the expected outputs in the said activity in terms of major issues of the division is to come up with a list of policy recommendations both internal policies in the division, and recommendations for regional management resolutions to be made by the directorate.
