BAGUIO CITY – The Technical Education and Skills Development Authority- Cordillera Administrative Region (TESDA-CAR) Regional Director Jeffrey Ian C. Dy signed a Memorandum of Agreement (MOA) with the Department of Social Welfare and Development – Cordillera Administrative Region (DSWD-CAR) Regional Director Arnel B. Garcia during the ceremonial program “DSWD-TESDA Partnership for Sustainable Living” on November 24, 2021, at the DSWD Regional Haven for Women and Girls.
The signing of the agreement was witnessed by DSWD-CAR OIC Assistant Regional Director for Administration Enrique Gascon Jr. and TESDA-CAR Assistant Regional Director Joel M. Pilotin who is also the Provincial Director of Benguet together with all the provincial directors of TESDA, namely: Jimmicio S. Daoaten-TESDA Abra, Roger V. Dancel-TESDA Apayao, OIC Melita D. Pinic- TESDA Ifugao, Victor D. Brioso-TESDA Kalinga, and Julie Ann D. Banganan-TESDA Mt. Province, and TESDA-CAR ROD Chief Daisy C. Bungallon, and DSWD-CAR FO 4Ps Division Chief Fatima Florendo.
Both agencies forged the partnership to tie up in the provision of skills training, livelihood programs, and complementary support services for the socio-economic upliftment of the lives of the 4Ps beneficiaries and Sustainable Livelihood Program (SLP) participants within the scope of their respective mandates. This will also be cascaded down to the provincial operating units of TESDA-CAR and DSWD-CAR through their respective Provincial heads.
Garcia explained that the partnership is an essential convergence that will uplift most of the poor population.
“Iyon po yung target natin dito na sila (the beneficiaries) ay matawid from survival to self-sufficiency, malaki po ang role ng TESDA,” he said.
“Kayo (TESDA) yung mag proprovide ng skills, kami naman yung mag proprovide ng package. Ang DSWD, they do not have the monopoly to address poverty alone, we need you,” he added.
Under the MOA, both agencies commit to share their respective resources in accordance with their established policies, guidelines, and procedures to complement each other’s program/ projects for the benefit of the 4Ps beneficiaries and their families, and in compliance with existing laws, and applicable rules and regulations on procurement, fund transfers and reporting.
Meanwhile, Dy said that the partnership is a triple win since it helps both the agencies on their targets and most importantly the beneficiaries.
“Sa pamamagitan ng TESDA makakatulong din kami sa inyong mga targets at higit sa lahat yung ating pagtutulungan, ang ultimate na matutulungan is yung mga benepisyaryo, yung mga pinakamahirap sa mga mahihirap,” he said.
“Kung ang DSWD ay tutulong sa pangtawid sa pamamagitan naman ng edukasyon, ang TESDA ay tutulong para sa isang pangmatagalang tulong sa mga nangangailangan sapagkat sa pamamagitan ng tech-voc mas mabilis talagang maging produktibo ang isang bata,” he stressed.
After the MOA signing, Dy turned over a total of 1,570 washable and reusable facemasks tailor-made by the Dressmaking and Tailoring students of TESDA-CAR. These facemasks will be distributed by DSWD-CAR to their volunteers and clients. By SNMP
