BONTOC, Mountain Province – Result of the just-concluded Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) Pro for Mountain Province (MP) for CY 2023 showed a significant increase of 9% compared to the MELLPI Pro for CY 2022.
The MELLPI Pro for MP was held at the conference hall of the Provincial Health Office (PHO) on June 4, 2024. The evaluation was facilitated by the Regional Nutrition Evaluation Team (RNET) whose members include Emily A. Lumpio from the Department of Budget and Management – Cordillera Administrative Region (CAR), Labor and Employment Officer II Daryl B. Ponard from the Department of Labor and Employment – CAR, Nutritionist Dietitian II Jenifer B. Subion from the Nutritionist-Dietitians’ Association of the Philippines – Baguio and Benguet Chapter, Nutritionist Officers Valerie Dao-ines and Mary Joyce T. Delfine, both from the National Nutrition Council – CAR, and Engineer Jose S. Aligo from the Department of Agrarian Reform – MP.
The MELLPI Pro, as explained by Delfine, aims to monitor and evaluate the local nutrition program implementation of the different local government units (LGUs) and the performance of their respective Local Nutrition Focal Points (LNFP); determine the implementation progress of the Philippine Plan of Action for Nutrition (PPAN) and the good practices and challenges faced by the LGUs and LNFPs; identify action lines for the implementation of the PPAN in the local, regional, and national level; and identify the high performing LGUs and LNFPs for recognition.
The province was evaluated based on the following six dimensions: vision and mission, nutrition policies, governance and organizational structure, local committee functionality, nutrition service delivery, and change in nutritional status.
Based on the initial result presented by Dao-ines, the result of the MELLPI Pro for MP for CY 2023 increased from 76.99% in 2022 to 86.64%.
In her message, Provincial Nutrition Action Officer – Designate and Provincial Health Officer I Carolyn D. Yawan expressed her immense joy and assured the members of the RNET that the Provincial Nutrition Council of MP will put its full effort into complying with the RNET’s suggestions and recommendations.
Moreover, Yawan gave her commendation to Nutritionist Dietitian II Mary Dianne S. Monte for her effort and dedication in running the PHO’s Nutrition Health Unit.
In closing, Executive Assistant Florence R. Gut-omen relayed Governor Bontifacio C. Lacwasan, Jr.’s appreciation to the members of the RNET for their time and effort in conducting the evaluation and for sharing their expertise and insights that are instrumental in further strengthening the nutritional services in MP.

Meanwhile, also present during the presentation of the MELLPI result were the members of the PNC who came from the different government agencies of MP.
