TABUK CITY, Kalinga – An orientation was given today for the new batch of beneficiaries of the Payapa at Masaganang Pamayanan (PAMANA) Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD).
These recipient-organizations identified by the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU) come from barangays Bulo, Calaccad, Calanan, Gobgob, Ipil, Lacnog, Lacnog West, Magnao, Nambucayan, New Tanglag, Sucbot and Magaogao in Pinukpuk.
According to Ma. Cherita Seichi Tuvera, Special Projects focal person, the program will support livelihood projects that meet the objective of promoting community resilience under the principles of locally-driven and owned, conflict-sensitive endeavors and should not be in the negative list of projects.
The SLP has five major stages which are pre-implementation, social preparation, resource mobilization, project implementation, and program participant mainstreaming.
Each organization shall receive PhP 300,000 for the first tranche, but the DSWD will only award the financial grant after the recipient-organizations, with a minimum of 20 to 30 members, submit the business proposal and open a bank account.
Another PhP 300,000 for the second tranche will be released if the livelihood project are successful and sustainable. Usually this is given on the second year of business operation. The last PhP 300,000 grant will be released on the third year of operation as long as the project remains sustainable and profitable.
To ensure the success of the operation of the proposed enterprise, personnel from the Cordillera office of the DWSD will conduct regular monitoring and evaluation.
The attendees were instructed on how to write a project proposal at the session, and they were also informed that the financial grant cannot be divided among the participants.
The DWSD staff has high hopes that this group of recipients will spend the funds wisely and is confident that their suggested livelihood project will succeed in enhancing their financial situation.
