TABUK CITY, Kalinga – Rep. Allen Jesse C. Mangaoang is pushing for the establishment of the Kalinga Sports Training Center (KSTC) to be situated in the city to empower the youth to be actively involved in sports for them to bring honor and pride to the province.
House Bill (HB) 2011 authored by Mangaoang states that the Kalinga provincial government, in coordination with the Philippine Sports Commission (PSC), shall take the necessary steps to upgrade, improve, and modernize existing facilities, equipment and personnel as well as integrate them into the proposed training center.
Further, the Kalinga provincial government, in coordination with the PSC, shall create the necessary training programs, appropriate tournaments and competitions, as well as the system by which the facilities shall be maintained and managed to accomplish the objectives and purposes of the proposed law.
Mangaoang pointed out that the establishment and operation of the Kalinga Sports Training Center shall be funded by the provincial government and such funds may be granted by the PSC or by the Office of the President.
In addition, grants and endowments shall be obtained from local or foreign sources intended for sports development in the province.
Under the proposed law, the PSC Chairman shall immediately include in the Commission’s program the necessary funding requirements of the Kalinga Sports Training Center.
Moreover, the PSC, in coordination with the Kalinga provincial government and the Tabuk City government, shall promulgate the necessary rules and regulations for the implementation of the Act within 90 days after its enactment into law.
With the proposed measure, Mangaoang stipulated that the government can now expand its support to local athletes and potential athletes by giving them easy access to proper venue, facilities, equipment and appropriate training programs that will compliment their determination and will further enhance their competence.
Mangaoang emphasized that sports play a great role in keeping people healthy and active, aside from leading them to a balanced mental and physical growth and teaches them, especially the youth, skills and values like teamwork, leadership and patience.
According to him, great achievements come their way, especially to the competitive athletes, when they maintain their physical and mental well-being through sports development.
To help aggressively promote sports, he said that the bill aims to create in the city the KSTC that shall be constituted as the primary sports training center for athletes, both professional and amateur, coaches and other sports personnel in the province and its neighboring provinces. The center will provide the athletes with decent facilities that will help in honing their skills and produce world class talents.
