LA TRINIDAD, Benguet  –  LTO Chief Assistant Secretary Edgar C. Galvante in his addressed to more than 3,000 members/delegates of the Cordillera Basic Sectors Transport Cooperative (CBSTC) who attended the 2nd Special General Assembly and PUV Modernization Summit said that DOTr Secretary Arthur P. Tugade said that the PUV Modernization Program will be one of the Center Piece program of the Duterte Administration and thank CBSTC in calling for a summit on how it is implemented in the Cordillera Administrative Region.

He lauded the well organize summit which was attended by all government stakeholders, Manufacturers (Isuzu, Hino, Toyota, Zongtong, and Chevrolet), ordinary Driver members coming from the Province of Abra, Apayao, Benguet, Ifugao, Kalinga, Mt. Province and the Two cities of Baguio City and Tabuk City and said that Land Transportation Office (LTO) will do its best and assist CBSTC in its mission of Providing Administrative and Technical Support in Training Drivers providing continuing education in order to avoid accident and or Zero casualties along our highways.

Office of Transportation Cooperatives (OTC) OIC Chairman Medel H. Afalla in his message that all Transport Cooperatives can engage in any allied businesses. He also reiterated that OTC is ready to help CBSTC for its mission for the Cordillera Administrative Region, tayu po ay matulong tulong at magkaisa he added.

DOTr PUV Modernization Program Director Mr. Kent Avestruz Representative of DOTr Undersecretary Mark Richmund M. De Leon in his message informed CBSTC During the event that the PUV Modernization is one of the Flagship of the Duterte Administration, and PUV Modernization is for all to Modernize not just Jeepney but entire Transportation System.

Land Transportation Franchising and Regulatory Board (LTFRB) Technical Head Joel De Jesus Bolano Representative of LTFRB Chairman Atty. Martin B. Delgra III in his message he informed CBSTC that the Local Government Units (LGU) plays a major rule for the route plans in their specific areas and he reiterated support of LTFRB to CBSTC.

Cooperative Development Authority (CDA) Regional Director Atty. Franco G. Bawang Jr. said also during the event that this is the right time to be part of a Cooperative, he also added that Coops are now becoming competitive.

Development Bank of the Philippines (DBP) Baguio Senior Manager Edgardo T. Manalo informed CBSTC’s members that the very important is the Notice of Selection coming from LTFRB and he also sent a letter to CBSTC that the ONLY Lacking Documents is the Notice of Selection coming from LTFRB.

The Cordillera Basic Sectors Transport Cooperative (CBSTC) handed over the petition to LTO Chief Assistant Secretary Edgar C. Galvante, DOTr-OTC OIC Chairman Medel H. Afalla, DOTr PUV Modernization Program Director Kent Avestruz Representative of DOTr Undersecretary Mark Richmund M. De Leon and Land Transportation Franchising and Regulatory Board (LTFRB) Technical Head Joel De Jesus Bolano Representative of LTFRB Chairman Atty. Martin B. Delgra III for the prompt approval of the 200 TAXI Service for Baguio City / La Trinidad, Benguet to any point in Cordillera held in Benguet State University (BSU) Gymnasium on July 13, 2019 during the 2nd Special General Assembly and PUV Modernization Summit adopting the theme of the Modern Public Utility Vehicle (PUV) Caravans “ARANGKADA NG PAGBABAGO TUNGO SA KAUNLARAN” attended by more than Three Thousand (3000) Members of the Cooperative coming from the Province of Abra, Apayao, Benguet, Ifugao, Kalinga, Mt. Province and the Two cities of Baguio City and Tabuk City.

The CBSTC is seeking for the prompt/speedy approval of their application for the issuance of Certificate of Public Convenience (CPC) to Operate Two Hundred units as TAXI Service for Baguio City/La Trinidad, Benguet to any point in Cordillera Administrative Region (CAR).

It has already been 3 months since Cordillera Basic Sectors Transport Cooperative (CBSTC) filed the application on April 10, 2019 and all requirements have already been submitted and complied with. The prompt approval of their application will help the low-income earners of Cordillera considering that a lot of which are members of the Cooperative.

During the 2nd Special General Assembly and PUV Modernization the Development Bank of the Philippines (DBP) informed LTFRB-Cordillera that is not around during the event that they are just awaiting for the Notice of Selection coming from LTFRB for the financing of the Cordillera Basic Sectors Transport Cooperative.

Mr. Rex A. Bayangan the Secretary General and Official Spokesperson of the CBSTC also informed that the absence of LTFRB-Cordillera during the event is a manifestation that they are hiding something else, but despite of that I am happy that LTFRB Central office is Present of the said event and no less than the LTFRB Technical Head Joel De Jesus Bolano is Present on the said event to represent LTFRB Chairman Atty. Martin B. Delgra III, Bayangan Added.
