CAMP DANGWA, La Trinidad, Benguet – Concerned uniformed and non-uniformed personnel of the Police Regional Office (PRO) in the Cordillera lashed out at the illogical and obviously evasive reasoning of their superiors who claimed that the case of SPO3 Alberto C. Tadeo was a simple case of breach of internal discipline, saying that it was a real case of blatant grave abuse of power and authority and misleading the public.
The sources, who requested anonymity for security reasons, said the claim of Chief Superintendent Elmo Francis Sarona, PRO-COR regional director, that Tadeo’s transfer was part of the penalties imposed against him for issuing side comments in reminding the driver and security escort of Senior Superintendent Gregorio Lim for the violation they committed in bringing a vehicle to the city’s number coding zone and was part of instilling discipline to the police in the lower ranks was unacceptable to the minds of the law enforcers, claiming that he failed to provide a clear reason to justify such unlawful act and being a lawyer, he should be aware of the rules that no police officer facing charges should be unjustly transferred to allow him to face his accusers squarely.
“If Sarona is true to his word, then we would like to ask him which is a graver offense, violating an existing number coding ordinance or simply uttering side comments? We believe he is sending a bad impression to the public that police officers with influential backers who commit violations will instead be rewarded while those who religiously perform their duties and responsibilities will be punished to the fullest,” the source stressed.
In fact, the source claimed that Lim’s driver and security escort should have been similarly charged because their acts connote the lack of discipline on their part for violating the city’s number coding scheme.
However, the sources are wondering why the command group officials gave more weight on Tadeo’s side comments when in fact, the alleged remarks of Lim’s driver or security escort that named-dropped the police official as the owner vehicle was the one that triggered the side comments.
The sources believe officials of the command group are also liable for grave abuse of authority and power for ordering Tadeo to be unceremoniously transferred to an assignment away from his post despite a pending case before the Peoples Law Enforcement Bard (PLEB) which is in clear violation of the pertinent provisions of Memorandum Circular 2016-002 of the National Police Commission (APOLCOM) that expressly prohibits the unjust transfer of policemen to other assignments during the pendency of their case.
Further, the sources called for a massive revamp of the PRO-COR command group because they already lost the trust and confidence of their subordinates whose morale is at its lowest to bring back the vibrance of the region’s police force the soonest.
