TUBLAY, Benguet – Abner Omaging Lawangen, an employee of the local government of Tublay, was bestowed a Dangal ng Bayan Award during the Honor Awards Program of the Civil Service Commission at the Malacañan Palace last December 19.

Lawangen was honored for the professionalism and responsiveness he has shown in his work in disaster risk reduction and management. He used his theoretical and technical expertise in environmental management, community relations and monitoring and evaluation to engage indigenous communities in disaster preparedness.
Lawangen’s persistent and passionate approach to advocacy not only raised the level of awareness and understanding in DRMM but also attracted the support of the United nations World Food Programme and AEION Japan Foundation to boost the financial capacity of Tublay DRMM.

Lawangen was employed at the LGU of Tublay on January 1, 2013 as Environmental Management Specialist. He was promoted as Local Disaster Risk Reduction and management Officer II on April 30, 2015
The Dangal ng Bayan award is conferred to individuals for performance of an extra ordinary act and public service and consistent demonstration of exemplary ethical behavior.
President Rodgrigo R. Duterte, assisted by Civil Service Commission (CSC) Chairperson Alicia dela Rosa-Bala and office of the Ombudsman Tanodbayan Conchita Carpio-Morales, personally handed the award to Lawangen.
The Honor Awards Program is an annual program of the CSC that recognizes government officials and employees who have displayed outstanding work performance and behavior.It aims to motivate or inspire state employees to improve the quality of their performance and install deeper involvement in public service.
