Ang SSS Pension Loan Program (PLP) para kay Lolo at Lola

Sa kasalukuyan, may higit 2.6 milyong pensyonado ang tumatanggap ng pensyon mula sa kanilang retirement, disability o kaya’y death benefits kung saan malaking tulong ito sa kanilang pang-araw araw na pangangailangan tulad ng pagkain, gamot, at iba pa.

Nasa kultura nating mga Pilipino ang mapagmahal sa ating pamilya lalo na sa ating malapit na kamag-anak. Patunay dito ang ating mga lolo at lola na hanggang ngayon ay nagpapaabot pa rin ng tulong sa kanilang mga anak higit lalo sa kanilang mga apo.  Dapat nga ay inilalaan nila ang kanilang mga pensyon sa kanilang mga sariling pangangailangan subalit isang napakasayang bagay na makita nila ang mga ngiti sa mukha ng kanilang pamilya sa kanilang pagbibigay ng pinansyal na ayuda  sa mga ito.

Dito sa SSS Luzon North 1 Division, nasa 1,891 pensyonado na ang nakinabang katumbas ng P62.42 milyong halaga ng Pension Loan. Ang SSS Baguio ang may pinakamaraming inaprubahan na pension loan sa halos 785 pensyonado na umabot sa P28.84 milyon. Sinundan ito ng SSS La Union na umabot sa P12.96 milyon para sa 404 pensyonado, at SSS Laoag na nagkakahalaga ng P6 milyon para sa 193 pensyonado.  Kabilang din sa Luzon North 1 Division ng SSS Agoo, Vigan Candon, Bangued, at Bontoc na may kabuuang pension loan releases na P14.62 milyon para sa higit 500 pensyonado.

Nagkaroon ako ng pagkakataon na makipagkwentuhan sa  mag-asawang SSS pensioners na dumalaw sa aming tanggapan noong nakaraang linggo. Sila ay sina Dante at Dolores Natividad,  kapwa 68 years old na at halos walong taong tumatanggap ng pensyon sa SSS. Si Lolo Dante ay tumatanggap ng P3,000.00 kada buwan samantalang P4,500 naman para kay Lola Dolores.

Aminado ang mag-asawa na hindi pa sapat ang kanilang natatanggap na pensyon. Bukod kasi sa kanilang gastos sa araw-araw ay hindi nila maiwasang magbigay sa kanilang sampung  apo lalo na sa kanilang pambaon sa paaralan.  Dagdag pa rito ay ang hindi inaasahang gastos bunsod sa pagkaaksidente ni Lola Dolores noong nakaraang taon. .

Kaya laking pasasalamat nila sa pagkakaroon ng SSS Pension Loan Program. Isa nga sila sa libo-libong pensyonado na naging suki na ng programa. Mula na ito’y ipatupad ng SSS noong Setyembre 2018 ay hindi na sila nakakautang sa mga private loan sharks na sobrang napakataas ng interes at may kolateral pang ATM. Pangunahing layunin ng programang ito aY makatulong sa kanilang mga agarang pinansyal na pangangailangan.

Sa katunayan, nakahiram na si Lolo Dante sa ilalim ng PLP kung saan nabigyan siya katumbas ng kanyang anim na buwang pensyon o halos P18,000.00.

Sa ilalim ng programa, 10 porsyento lamang ang ipinapataw na interes kada taon hanggang sa mabayaran ng buo ang kanilang utang na maaari naman nilang i-renew uli pagkatapos ng kanilang pagbabayad. Wala ding hinihingi  na anumang kolateral sa ilalim ng PLP kaya’t hawak pa rin ni Lolo Dante ang kanyang ATM. Kahit may utang pa siya sa SSS ay matatanggap pa rin niya ang kanyang pensyon dahil kailangang may natitira sa kanilang buwanang pensyon.

May Credit Life Insurance (CLI) din na nagbibigay ng proteksyon at garantiya sa pagbabayad ng loans ng mga retiree pensioners kung sakaling mamatay sila bago matapos ang pagbabayad ng utang sa SSS.

Noong Oktubre 2019, inanunsyo ng SSS na maaaring umutang hanggang P200,000 mula sa dating P32,000 sa ilalim ng Enhanced PLP. Dahil dito, maaaring manghiram ang retiree pensioner ng katumbas ng kanyang tatlong buwan, anim na buwan, siyam na buwan o 12 buwang basic monthly pension kasama na ang karagdagang 1,000 dagdag benepisyo na ibinigay sa lahat ng pensyonado ng SSS noong Enero 2017. Babayaran nila ito sa loob ng anim na buwan kung katumbas ng tatlong buwang pensyon, 12 buwan naman kung katumbas ng anim na buwang pensyon, at 24 buwan kung katumbas ng siyam o 12 buwang pensyon ang hiniram ng pensyonado.

Pinadali rin ang mga kwalipikasyon kung saan hanggang 85 taon sa katapusan ng termino ng pautang ang maaaring makahiram. Kinakailangan din na sila ay nakakatanggap na ng isang buwang pensyon at aktibo ang kanilang status sa SSS.  Higit na napakahalaga ay wala silang natitirang balanse sa kanilang utang o benefit overpayment sa ilalim ng Loan Restructuring Program at Calamity Assistance Package.

Batay sa datos ng SSS, higit sa P3 bilyong halaga ng Pension Loan ang inilaan para sa higit 93,000 pensyonado nitong 2019. Ngayong 2020 ay higit pa sa mga bilang na ito ang inaasahang mag-apply sa ilalim ng SSS Pension Loan Program.

Tunay ngang napakaespesyal ng PLP para kina Lolo at Lola. Para sa mga interesadong mag-avail, magsadya sa pinakamalapit na SSS branch sa inyong lugar. Dalhin lamang ang inyong UMID o Unified Multipurpose Identification Card. Kung wala nito, maaaring magpakita ng iba pang Identification Cards (IDs) at opisyal na dokumento tulad ng Alien Certificate of Registration mula sa Bureau of Immigration; Driver’s License mula sa Land Transportation Office; Firearm Registration, License to Own and Process Firearms at Permit to Carry Firearms Outside of Residence mula sa Philippine National Police; NBI Clearance; Passport; Postal ID; Seafarer’s ID o Seaman’s Book; at Voter’s ID Card.
