City officials recently congratulated and commended the Baguio City lead contract tracing team headed by team leader Dr. Donabel Tubera–Panes and team members Police Lt. Col. Maximo Sug-ang, Jr., law enforcement evaluation officer Miscehelle Junio and non-uniformed personnel Jefferson Damoslog for having been conferred as part of the Presidential Lingkod Bayan awardees of the 2023 Search for Outstanding Government Workers by President Ferdinand R. Marcos, Jr. last February 14, 2024 in Malacañang.
In a resolution, local legislators stated that the entire city and the officialdom are extremely proud of the accomplishment and honor received by the lead contact tracing team which reflects the unity and commitment of the concerned authorities to serve with innovativeness and commitment.
The annual Search for Outstanding Government Workers is a search in line with the Civil Service Commission’s functions mandated by the 1987 Constitution and is being implemented pursuant to Executive Order No. 292 or the Administrative Code of 1987; Administrative Order (A) No. 501, series of 1992 as amended by AO 77, series of 1993 and Republic Act (RA) 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.
The Baguio lead contact tracing team was chosen as one of the recipients of the 2023 Presidential Lingkod Bayan Award for its best practice in contact tracing with the EndCOV-19 Tracking System.
This system is a preventive measure that enables the city to identify who needs to be isolated or quarantined. A case management system developed by the city government, law enforcement and health authorities to track, monitor and manage COVID-19 cases. The process involves collaboration between law enforcers and health personnel using automated data analysis, use of various analytical tools and cognitive interviews.
The award was conferred to the lead contact tracing team by President Marcos, Jr. and received by the members of the team during the awarding rites held last February 14, 2024 in Malacañang.
Among the rewards and incentives to be received by the Presidential Lingkod Bayan awardees include automatic promotion to the next higher position suitable to qualifications and with commensurate salary effective from the date of the conferment of the award; cash reward in the amount of P200,000 for individual awardees and P100,000 for each member of a group awardee with a maximum of five members; gold-gilded medallion; Presidential plaque with citation and signature of the President; scholarship grants for awardee or one qualified designated beneficiary to pursue a baccalaureate, master or doctorate degree effective within five years from the conferment of the award and free one-time executive check-up effective within one year from the date of conferment of the award.
The Presidential Lingkod Bayan Award is granted to individuals and groups who have made exceptional contributions through innovative ideas or impactful actions of national significance, particularly in the areas of public interest, security and patrimony. By Dexter A. See
