The Bases Conversion and Development Authority (BCDA) has earned an ISO 9001:2015 certification for its quality management system from TÜV Rheinland Group. The certification covers the provision of conversion and development services, real estate management and engineering for land and assets under the jurisdiction of BCDA.
The ISO 9001: 2015, the latest version of the ISO 9001 standard, is the most widely known and internationally accepted standard for quality management and recognizes organizations with a quality management system that consistently provides services that meet customer and regulatory requirements. TÜV Rheinland Group is a global leader in independent testing, inspection, and certification services worldwide.
“The recent ISO certification validates that BCDA’s standardized processes are consistently followed,” BCDA Organization Development and Management Department Manager Patrick Roehl Francisco said. “The audit is an opportunity for BCDA to also identify areas for improvement so it can deliver better services not only for its stakeholders but also for the general public.”
The Government Quality Management Committee requires all national government agencies and government owned or controlled corporations (GOCCs) to transition their quality management systems to ISO 9001: 2015 within the year. Compliance to the Government Quality Management System standards is also among the good governance conditions set by the Governance Commission for GOCCs to streamline the business processes of GOCCs.
The ISO 9001 enables government agencies to consistently provide products and services that meet customer requirements and enhance client satisfaction. It helps agencies address risks and identify opportunities associated with the agency’s specific objectives, and fosters continuous improvement for government institutions to achieve excellent performance in their transactions or processes.
BCDA continues to pursue quality processes in support of the government-wide quality management program under Executive Order No. 605. BCDA first established its Quality Management System in 2014 and was awarded a certification to ISO 9001: 2008 standards in the same year. The state-owned organization also retained the certification surveillance audit conducted in 2015 and 2016, and was recertified under the ISO 9001: 2008 in 2017.
Created under Republic Act No. 7227, BCDA is mandated to transform former military bases into premier investment hubs, generating economic opportunities to the Filipino people. It remains committed in delivering its mandate to contribute to the modernization of the Armed Forces of the Philippines from the gains of its special economic zones.
BCDA is currently implementing big-ticket projects in the Clark Special Economic Zone, such as the New Clark City the country’s first, smart, green and sustainable city. The new metropolis is envisioned to be a viable solution to the country’s congestion problem and complements other developments in Central Luzon such as the Clark International Airport, the Subic-Clark Railway, and the Manila-Clark Railway which are being implemented in partnership with the Department of Transportation (DOTr).
