Bago matapos ang buwan ng Hulyo ay naramdaman natin ang bagsik ng bagyong Egay at Habagat dito sa Hilagang Luzon. Ang resulta, marami sa ating mga kababayan ang nawalan ng bahay, kabuhayan at mga ari-arian. Batid ito ng SSS, kaya naman muling nagbukas ng Calamity Assistance Program nitong August 15 para sa mga miyembro at pensionado na apektado ng bagyong Egay. 

Sa ibinabang Circular 2023-004 ng SSS, dalawang klase ng assistance ang ibabahagi ng SSS – ang Calamity Loan Assistance Program at ang Advance Three-Month Pension para sa mga Social Security (SS) at Employees’ Compensation (EC) pensioners. 

Ang Calamity Loan Assistance Program ay para sa member-borrowers na nakatira o may ari-arian sa mga lugar na dineklarang State of Calamity ng National Disaster Risk Reduction Management Council (NDRRMC). Ito ay ang buong probinsya ng Ilocos Norte, Ilocos Sur, Cagayan, Bataan, Pampanga, Cavite, Abra, Mountain Province, mga bayan ng Luna at Bangar ng La Union, mga bayan ng Mangatarem at Santa Barbara sa Pangasinan, lungsod ng Dagupan, mga bayan ng Paombong at Pulilan sa Bulacan, bayan ng Camiling sa Tarlac, at bayan ng Sablayan sa Occidental Mindoro.  Maaari rin pong madagdagan ang mga lugar na ito depende po sa mga magiging deklarasyon pa ng NDRRMC.

Para mag-qualify sa Calamity Loan, dapat ay may 36 contributions man lang ang aplikante, anim dito ay dapat naka-post sa loob ng huling 12 buwan bago ang buwan ng pag-file ng aplikasyon. Para sa mga self-employed, voluntary member, non-working spouse at land-based Overseas Filipino Worker (OFW) member, dapat ay hindi bababa sa anim ang posted monthly contributions sa kasalukuyang coverage o membership type bago ang buwan ng filing ng loan application. Kung employed ang aplikante, kailangang i-certify ng kanyang employer ang CLAP application online gamit ang My.SSS Portal. 

Dapat ay residente o kaya may ari-arian sa idineklarang calamity area ng NDRRMC, wala pang natatanggap na anumang final benefit gaya ng permanent total disability o retirement, at walang outstanding loan sa Loan Restructuring Program o nakaraang CLAP para magqualify sa Calamity Loan. 

Bago magsubmit ng Calamity Loan Application online gamit ang kanilang My.SSS Account, siguruhin na may UMID-ATM card o Philippine Electronic Fund Transfer System and Operations Network (PESONet) participating bank account o Union Bank of the Philippines Quick Card na nakarehistro bilang Disbursement Account ninyo sa SSS. Dito kasi ipapasok ang calamity loan proceeds kapag naaprubahan ang inyong aplikasyon.

Para sa mga miyembrong nais mag-avail ng Calamity Loan Assistance Program, makakautang sila ng katumbas ng average ng kanilang monthly salary credit (MSC) sa huling 12 buwan. Ang monthly salary credit naman ay ang batayan ng kabuuang kinikita ng miyembro sa loob ng isang buwan.

Samantala, ang Three-month advance pension naman ay para sa mga SS retiree, disability at survivor pensioners, kasama ang EC disability at survivor pensioners. Sa ilalim ng programang ito, matatanggap ng pensioner nang advance ang tatlong buwang pension. Hindi kasama sa programang ito ang mga pensioners na may kasalukuyang utang sa ilalim ng Pension Loan Program.

Kailangan lamang magpasa ng pensioner ng Application for Assistance Due to Calamity/Disaster Form na duly certified ng kanilang Barangay Chairman; o kung walang sertipikasyon ng Barangay Chairman, maaari nilang ipasa ang nasabing form na may kasamang certification na sila ay naapektuhan ng nagdaang kalamidad, galing sa Department of Social Welfare and Development (DSWD) o NDRRMC. Maaari naman nilang isumite ang nasabing requirements sa kahit saang SSS branch. Maaaring i-claim ng pensioner ang cheke sa SSS branch kung saan ito nag-file sa loob ng 10 working days. Kung hindi ito nakuha ng pensioner matapos ang 10 araw, awtomatikong ipapadala ito sa registered mailing address ng pensionado.

Ang SSS Calamity Assistance Program magtatapos sa November 14, 2023.
