TABUK CITY, Kalinga – To beat the deadline of the submission of documentary requirements, eight councilors of the Sangguniang Panlungsod (SP) convened a special session to pass a resolution authorizing the mayor to sign a deed of donation with the Philippine Charity Sweepstakes Office (PSCO) for a medical transport vehicle (MTV).
The councilors convened the special session on August 18, a day before the deadline set by the PCSO for the city government to avail of the former’s ambulance donation program.
Initially, the SP was supposed to hold their regular session on August 14 but this was cancelled by Vice Mayor Bernard Glenn Dao-as, citing “relevant changes in the agenda to be deliberated.”
According to the councilors, they convened the special session as the general welfare of the people of Tabuk is at stake and the donation of an ambulance is very urgent and crucial amid the city’s ongoing battle against COVID-19.
The eight SP members who initiated the special session were Councilors Atty. Kristian Wandag, Atty. Ivan Yannick Bagayao, Chester Alunday, Glenn Julius Amla, Elvis Tabanganay, Eduardo Sacayle, Castor Cayaba and Juan Thomas Duyan. Though typically, the Vice Mayor, who is the Presiding Officer of the legislative body, convenes a session of the SP but in his absence, a majority of council members may proceed to do so.
In a statement, Mayor Darwin Estrañero expressed his gratitude and commendation to the eight councilors. “Their valiant effort will be a great help not only to Tabukenos needing medical transport but to our health workers as well,” he said.
The mayor said PCSO-Kalinga branch manager Romel Ramos has informed him that the city is now assured of the grant after submitting all the documentary requirements before the deadline. (Read more on this: https://baguioheraldexpressonline.com/pcso-grants-new-ambulance-for-tabuk/ )
Local government units (LGUs) may avail of the PCSO’s ambulance donation program provided that they provide a justification and submit a host of documentary requirements including a resolution from the Sanggunian.
A 60-40-percent cost-sharing scheme applies to first, second, and third class municipalities while there is no cost-sharing scheme for fourth, fifth, and sixth class municipalities.
The ambulance units are equipped with basic equipment like monitors, ventilators, medication and stretchers. By Tabuk-CIO
