GAMU, Isabela – Governor Elias C. Bulut Jr., during the culmination program of the Candidate Soldier Course (CSC) Class 761-2023 of the 5th Infantry Division, Philippine Army in Camp Melchor F. Dela Cruz in Gamu, Isabela, on December 15, shared the extraordinary journey of Apayao in its quest for progress and peace.
Apayao used to be a rebel stronghold in the 80s and late 90s, with some areas being labelled as ‘No Man’s Land’.
Reflecting on the shadows of insurgency, Gov. Bulut highlighted the resilience of the people and the collective efforts that have brought Apayao to its current state.
“My province was marred by insurgency during the 80s and early 90s and became the stronghold of communist New People’s Army earning the No man’s land. But through the resilience of our people and strength of our collective efforts, see the change, we are now witnessing the transformation of our beloved Apayao in the most peaceful province in the region,” Gov. Bulut said.
The governor credited the success to the impactful programs and services initiated under the Buluts’ leadership, which has notably improved the lives of the people. These initiatives include the recruitment and scholarship programs targeting the youth from the poorest households, resulting in the enlistment of 750 individuals. Strengthening the military force, according to the governor, is a crucial step towards eradicating communist operations from the society.
“The programs initiated by the provincial government in collaboration with the military have played a huge role in reshaping the narrative of our province. The Army Recruitment Program, under our banner initiative called ASENG (Apayao Socio-Economic Efforts Necessary for Growth), has successfully assisted 750 yApayaos in joining the ranks of the AFP since 2017,” he underscored.
Emphasizing the importance of peace and order for progress, Bulut conveyed his commitment to ensuring the eradication of insurgency for the betterment of the province. The culmination event, according to him, marks not only the completion of rigorous training but also the commencement of dedicated service to the Filipino people.
“You carry the hopes and dreams of a nation on your shoulders, and I have full confidence that you will face every challenge with courage, honor, and integrity. As you set on this noble journey of service, may you be guided by the principles of duty, loyalty, and love for our country,” Bulut said encouraging the soldiers to serve with integrity and love for the motherland.
