LA TRINIDAD, Benguet – With the established mechanism in the regulation of tobacco control regulation in this capital town, its “momma” ordinance is proposed to be dealt with hand in hand with the tobacco regulation to give more teeth for its enforcement.
This was reached during the joint meeting of the Tobacco Control Board and the Smoke Control Enforcement Unit held recently.
The regulation of “momma” or betel nut juice disposal is not strictly observed particularly its enforcement and issuance of citation tickets to violators. Among the issues raised is hygienic consideration as there is uncontrolled spitting of momma along sidewalks and public places.
The group also saw the need to amend the measure such as the retailing aspect and to include monitoring of its use in public utility vehicles.
Municipal Health Services Medical Officer III, Dr. Genevieve Wagang-Degay said its inclusion for regulation and amendment together with the tobacco ordinance will be presented to the Municipal Council for their consideration.
Moreover, in boosting the advocacy on tobacco smoking and regulation, it was recommended in its amendment to give preference in the hiring of workers to non-smokers during job opportunities.
Other recommendations include the issuance of citation tickets will not only apply to the public but also officials or employees of the local government and roving personnel of the Municipal Police Station to regularly monitor and identify smoking hideouts and look into business establishments without no smoking signages.
The local government is preparing for the regional validation for the Red Orchid awards of the Department of Health which gives recognition to organizations having initiatives that combat tobacco use and promote tobacco-free environment. It garnered the national awards in 2016 and hoping for a repeat.
