TINOC, Ifugao – A master teacher assigned with the Department of Education Tinoc district was charged before the Office of the Ombudsman for alleged conduct prejudicial to the best interest of the service, alleged misconduct and violation of the provisions of Republic Act (RA) 7613 or Code of Conduct and Ethical Standards of Public Officials and Employees by failing to submit her subscribed Statement of Assets and Liabilities and Net Worth (SALN) for three consecutive years.
In his affidavit complaint, Salvador Liked accused Novilyn N. Basilio, a master teacher in the Tinoc district, of her alleged failure to submit her SALN on the years 2007, 2008 and 2009 and that she only filed her SALN on 2010, 2011 and 2012.
Basilio’s non-submission of her SALN on the aforesaid years was certified by the records officer of the Deputy Ombudsman for Northern Luzon as contained in a certification dated May 29, 2017.
Based on Liked’s complaint, Basilio’s SALN for the year 2014 did not allegedly declare her real properties that she acquired from the year 1999, 2002 and 2004 as what she only declared was the land residential real properties located at Central Poblacion Tinoc which she allegedly bought sometime in 2013.
According to the compliant, Basilio did not again allegedly declare her acquired properties in her SALN for 2015, except her house and lot at Kebkeb, Ap-apid which was an alleged inheritance since 2002.
He asserted that the teacher allegedly fabricated his SALNs for 2007 to 2009 which was allegedly submitted with the Department of Education in cahoots with other individuals to reportedly exonerate her from her alleged deliberate acts of violating the law.
Aside from the complaint on her alleged failure to submit her SALN on the aforesaid dates, Liked also attached in his complaint before the Ombudsman copies of the subpoena issued by the Ifugao provincial prosecutor’s office against the said individual after she was charged for several counts of estafa by her fellow teachers after she allegedly carted away over P680,000 from them with the promise that their money will be doubled but the same did not happen.
Liked prayed that judgement be rendered by the Ombudsman dismissing or removing her from her present position of Master Teacher I of the Department of Education Division of Ifugao, Tinoc district, forfeiting all her benefits in the government services and disqualifying her to hold any government or elective position and holding her criminally, civilly liable and to pay damages.
He also prayed for the imposition of such other reliefs and remedies just and equitable under the same premises.
He accused Basilio of having committed acts that are not in conformity with the supposed attitude and behavior of public servants like her which resulted to the supposed loss of earnings of the individuals that she allegedly victimized in the double your money scheme which she allegedly used to entice her fellow teachers to give such amounts for the said venture.
