The Cordillera office of the Department of Public Works and Highways (DPWH-CAR) recognized the top performing district engineering offices in terms of absorptive capacity and disbursement of funds that had been earmarked for the prior years and the first quarter of this year during the monthly regional staff conference held last week.
The monthly staff conference aims to provide updates on both the technical and non-technical aspects of office matters of the regional office and the different district engineering offices (DEOs) as part of the efforts to provide the public with adequate information on how the agency is performing in the implementation of public works projects that had been funded by the government. and its DEOs.
In attendance during the said staff conference were DPWH-CAR regional director Khadaffy Tanggol, assistant regional director Emmanuel ‘Noel’ Diaz, the division chiefs of the regional office and the district and assistant district engineers and division chiefs of the 12 district engineering offices in the region.
For his part, the DPWH-CAR official in his policy directives said that the office should focus on the core functions of the department which is the planning, design, construction, and maintenance of infrastructure, especially the national highways, flood control, and water resources development system, and other public works in accordance with national development objectives.
He also mentioned that, as of date, only DPWH-CAR among the regional offices nationwide has 100 percent compliance to goo-tagging of DPWH civil works.
During the conference, top-performing DEOs were given due recognition for reaching the target accomplishments for the prior year and the first quarter of the year 2023.
Finance Division Chief, Maria D. Sañga presented the top performers among the DEOs with Mt. Province Second DEO (MPSDEO) ranked first for achieving the most consistent Absorptive Capacity and Prior Year Disbursement Rate, and Baguio City DEO for being the most consistent performer in CY 2022 Disbursement Rate.
MPSDEO was also recognized for being the most consistent in placing on the ‘Department-wide Top 10 Performer’ in the Prior Year Disbursement Rate as of December 31, 2022. DEOs attaining 100% Prior Year Disbursement Rate Target Department-wide, which included Abra, Apayao First, Benguet First, Ifugao, First, and Mt. Province Second DEOs were also awarded.
Construction Division Chief, Engr. Clifton D. Valencerina, also awarded the top three DEOs who reached the 8 percent Actual Physical Accomplishment Target for the first quarter of the year, with Apayao First DEO ranking first with 16.20 percent actual accomplishment, Baguio City with 13.76 percent actual accomplishment and Lower Kalinga DEO with 6.92 percent.
Quality Assurance and Hydrology Division (QAHD) Chief, Engr. Leo T. Mustard also awarded the DEOs with the most outstanding Quality Assurance for Project Implementation. Topping the list is Apayao First DEO with 92.80 points, followed by the Regional Office QAHD with 92.17 points, Apayao Second DEO with 91.62 points and Baguio City DEO with 90.78 points.
Assistant regional director Diaz commended the DEOs for the successful endeavor and imploring the regional office and the DEOs to yield more results by the next conference so that the said offices will continue to improve their performances in the various aspects governing the implementation of public works projects that had been provided with funds by the government for them to be able to build quality infrastructures for the benefit of the people, especially those living in far flung communities.
