Isang delubyo na maituturing ang pananalasa ng tatlong magkakasunod na bagyo sa ating bansa. Ang hagupit ng hangin at dami ng tubig ulan na binuhos ng Bagyong Quinta, Rolly at Ulysses sa Luzon ay nagdulot ng malawakang pagbaha, pagragasa ng lahar, pagguho ng lupa sa mga kabundukan, at pagkasira ng kabuhayan, tirahan, at iba pang istraktura. Ang masakit pa nito, ang ilan sa ating mga kababayan ay nawalan ng mahal sa buhay sa kasagsagan ng bagyo.

Dahil patong patong na problema ang kanilang kinakaharap, hindi pa alam ng iba kung saan sila magsisimula upang makabangong muli. Sa kabilang banda, may ilang kababayan naman natin ang nakabalik na sa kanilang mga kanya kanyang tahanan upang maghanap ng mga gamit na pwede pa nilang maisalba at magsimulang maglinis. Ang iba naman ay gumawa ng pansamantalang masisilungan bilang pananggalang sa malamig na panahon. Sa kasamaang palad, marami sa kanila ang nananatili pa rin sa mga evacuation centers o kaya ay pansamantalang namamalagi sa tabi ng kalsada matapos masira ang kanilang tahanan at umaasang makakatanggap ng tulong mula sa ating gobyerno.

Sa ganitong kakomplikadong sitwasyon, narito ang SSS upang magpaabot ng agarang tulong pinansyal sa mga miyembrong naapektuhan ng bagyo sa pamamagitan ng Calamity Assistance Package. Simula sa Biyernes, November 27, 2020, tatanggap na ang SSS ng aplikasyon para rito.

Para sa kaalaman ng lahat, ang SSS Calamity Assistance Package ay binubuo ng tatlong programa: Calamity Loan, Three-month Advance Pension, at Direct House Repair and Improvement Loan.

Sa ilalim ng Calamity Loan Assistance Program, ang kwalipikadong miyembro ay maaaring umutang ng katumbas ng kanilang average monthly salary credit (MSC) sa huling labing dalawang buwan. Maaaring bayaran ang loan sa loob ng dalawang taon at may ipapataw na 10% interes kada taon at 1% na penalty sa kada late payment. Para maging kuwalipkado sa calamity loan, dapat ay may sariling My.SSS account ang miyembro dahil online na ngayon ang application. Mag-log in sa inyong My.SSS account at pumunta sa E-Services tab para i-click ang Calamity Loan Application.

Maliban sa pagkakaroon ng sariling My.SSS account, kinakailangan rin na may hindi bababa sa 36 monthly contributions ang miyembro na kung saan anim rito ay kinakailangan naka-post sa huling 12 buwan bago ang buwan ng aplikasyon. Kinakailangan din ay residente siya sa lugar na idineklarang State of Calamity ng National Disaster Risk Reduction Management Council (NDRRMC). Habang sinusulat ang kolumn na ito, ang mga lugar na naideklarang nasa state of calamity ay ang buong probinsya ng Cavite; Catanduanes; Camarines Sur; Batangas; Oriental Mindoro; Marinduque; at Albay; kasama na rin ang mga munisipyo ng Mulanay sa Quezon; Culion sa Palawan; Banton, Concepcion at Corcuera sa Romblon; at Asipulo sa Ifugao.

Subalit, nais naming linawin na ang mga miyembrong pinagkalooban ng anumang final benefit tulad ng Permanent Total Disability o Retirement Benefit at may outstanding loan balance sa ilalim ng Loan Restructuring Program o nakaraang CLAP ay hindi na kwalipikadong umutang sa ilalim ng bagong calamity loan.

Para naman sa mga mga Social Security (SS) at Employees’ Compensation (EC) pensioners, maaari silang mag-apply ng Three-month Advance Pension. Magsadya lamang sila sa pinakamalapit na SSS branch para mag-apply dito. Tandaan, ang mga pensyonado lamang na naninirahan o residente sa mga lugar na idineklara ng NDRRMC na State of Calamity ang maaaring mag-apply nito. Nais naming ipaalala na ang retiree-pensioners na may kasalukuyang utang sa ilalim ng Pension Loan Program (PLP) ay hindi maaaring mag-avail ng three-month advance pension.

Ang ikatlo at panghuling programa sa ilalim ng SSS Calamity Assistance Package ay ang Direct House Repair and Improvement Loan. Pwedeng mag-apply ang mga employed, self-employed, voluntary at OFW members na nais ipaayos ang kanilang nasirang tirahan. Aabot sa isang milyong piso ang maaaring hiramin ng miyembro subalit may mga kwalipikasyon na dapat sundin. Hindi dapat bababa sa 24 ang buwanang kontribusyon ng miyembro na kung saan ang tatlo rito ay posted sa loob ng huling 12 buwan bago ang buwan ng aplikasyon. Hindi rin dapat lalagpas 60 taon ang edad at hindi pa nabibigyan ng Direct House Repair and Improvement Loan ang miyembro. Kung sakaling nakatanggap na sila ng final benefit gaya ng Total Disability o Retirement pension o kaya naman ng refund sa contribution, hindi na sila maaaring makapag-apply sa programang ito. Isa rin sa mahahalagang batayan sa pagaapruba ng anumang loan sa SSS ay ang pagiging updated ng miyembro sa pagbabayad ng kanyang utang sa SSS.

Pwedeng bayaran ang Direct House Repair and Improvement Loan hanggang 20 taon o mas mababa pa, kasama riyan ang anim na buwang moratorium. Ibig sabihin, magsisimulang magbayad ang miyembro sa ikapitong buwan matapos maaprubahan ang loan. May annual interest lamang na 8% kung hanggang P450,000 ang uutangin at 9% naman kung higit sa P450,000 ang uutangin. Ang maganda sa programang ito, wala nang sisingilin na processing fee ang SSS. Para sa mga interesado, maaaring magsadya sa Member Loans Department sa SSS Main Office para sa mga naninirahan sa National Capital Regon (NCR) o sa kaniya-kaniyang Housing and Acquired Asset Management Section sa mga regional branches.

Para sa mga nagbabalak mag-apply sa mga nabanggit programa, sana ay makatulong sa inyo ito upang makapagsimula na kayong muli. Dalangin namin ang inyong katatagan at kaligtasan sa mga panahong ito. Narito ang SSS para umagapay sa inyo.
