LUNA, Apayao – The province and all its municipalities were cited by the Department of Interior and Local Government (DILG) as Good Financial Housekeeping (GFH) Passers for the year 2023.
A GHF seal signifies that local governments have adhered to the reporting guidelines set by the Commission on Audit (COA) and have made their financial reports available online and in visible locations within communities, as mandated by the Full Disclosure Policy (FDP).
To qualify for the GHF seal, a local government unit (LGU) must receive either an unqualified or qualified opinion from the COA in its most recent audit. Additionally, the LGU must adhere to the FDP, which includes the posting of financial documents in three prominent locations and on the FDP portal for all quarters of the preceding years.
Since 2010, the GFH has been serving as an assessment tool to measure the proficiency of LGUs in ensuring the proper utilization of funds and adherence to financial management principles.
As of the year 2023, the GFH standards have evolved to encompass a complete evaluation of local governance elements, including accountability and auditing standards, rules, and regulations.
The GFH is also one of the core components of the Seal of Good Local Governance which employs a more comprehensive evaluation of the administrative capacity-building efforts of the local government. By JCM
