The City Council, during last Monday’s regular session, authorized Mayor Benjamin B. Magalong representing the city, to enter into a Memorandum of Agreement (MOA) with the Cordillera office of the Department of Public Works and Highways (DPWH-CAR) for the repair and rehabilitation of the Baguio City Community Isolation Unit and the planned community quarantine facility at the Baguio Convention Center.
Earlier, Mayor Magalong requested the council for an authority to enter into an agreement with the DPWH-CAR for the proposed repair and rehabilitation of the Baguio City Community Isolation Unit at the former Sto. Niño Hospital and the planned temporary community quarantine facility at the newly rehabilitated Baguio Convention Center.
He stated that the assistance to be extended to the city will include a provision of funding from the DPWH amounting to P12 million for the repair and rehabilitation of the existing isolation facility and P8 million for the temporary quarantine facility at the Baguio Convention Center.

The city chief executive underscored that the assistance from the national government will greatly help the city in its plans to expedite its available Coronavirus Disease 2019 (COVID-19) response facilities as the city continues to see an increase in cases as a result of its expanded targeted testing operations over the past several weeks.
Under the proposed agreement, the city provides the area for the DPWH and contractors temporary field office within the project site for the duration of the project; provide the necessary clearances and similar passes or authority in the area of work; assist in facilitating the acquisition of permits or clearances at the offices of the local and national governments necessary for the implementation of the project; provide assistance to the contractor and the DPWH-BCDEO in facilitating the process of tapping of utilities in existing sources and lines; designate a project officer and technical representative who will act on behalf of the local government unit; ; manage the Sto. Niño hospital for medical personnel and isolation facility as among the built COVID-19 facilities; provide the necessary upkeep, maintenance and regular cleaning of the building; submit a monthly utilization report on the actual use and functionality of the facility and turnover all civil works to the local government after utilization.
On the other hand, the DPWH shall prepare the conceptual plan of the project; implement and provide construction management and supervision; review and approve the architectural and engineering plans; prepare program of work and approved budget for the contract; conduct the procurement, award and enter into a contract with the wining contractor; facilitate or process the application of necessary permits and clearance; ensure the proper implementation of the project pursuant to the approved plans and specifications; conduct periodic coordination meetings with the contractor and local government unit; evaluate, recommend and approve all requests for contract related claims and conduct joint final inspection of the completed works with the local government unit.
The agreement shall be valid until the end of utilization of the projects or unless sooner terminated by mutual consent of the involved parties.
