TABUK CITY, Kalinga – To update the BLGUs in the city on their governance and operations under existing laws, the Liga ng mga Barangay led by Bulanao Norte Punong Barangay Henry Tubban, Jr. with City Local Government Operations Officer (CLGOO) Helen Lacuesta facilitated a quarterly meeting earlier today, at the city hall conference room.
Lacuesta briefed the officials during the meeting on the need for them to faithfully comply with a number of mandates under current laws and rules, such as paying annual dues to the Liga ng mga Barangay, submitting annual proposed budgets and GAD reports, monthly road clearing reports, VAWC reports, and other regular reports in their office.
She explained that non-compliant BLGUs will receive notice and be required to provide a written justification for their failure to do their part.
She stressed that BLGUs should submit their proposed barangay budget to the Sanggunian Panlungsod for appropriate evaluation and action under the guidance of the City Budget Office before it is approved in response to a debate about the concerns of various officials regarding their proposed budgets.
She also reminded the Punong Barangays that they are responsible for monitoring Sangguniang Kabataan officials’ actions, programs, and use of monies in their respective barangays.
She continued by saying that SK officials who fail to perform their official obligations, such as missing regular meetings and failing to submit reports, shall be referred to the CLGOO for appropriate action.
She emphasized once more that BLGUs must convene general assemblies on time; otherwise, the DILG will issue them a show-cause order.
Bernice Barcellano, president of the SK Federation, also drew attention to the need for all SK officials to participate in the educational activities they will be organizing in order to further their understanding of their roles and the reasons behind their election to their particular barangays.
Henry Tubban Jr. also promised that they would hold another meeting to address some of the concerns mentioned and clarify them. By Ian Jefrey Addatu
