CONNER, Apayao – Congresswoman Leah Bulut-Begtang emphasized her commitment to providing expanded employment assistance to all yApayaos, believing every yApayao should be provided aid when needed.
During her visit at the Barangay Employment and Services (BESO) and designated personnel in Conner on December 20, 2023, Bulut-Begtang recognized their work, encouraging them to work harder to help more people, “sapay kuma ta itultuloy yu ti kinagaget yu tapno ad-adu pay ti matulungan tayu nga kailyan tayu”.
Simultaneous with her year-end visit, the congresswoman provided cash incentives to the qualified personnel.
In her message at Barangay Karikitan, the legislator commended all BESO workforce of the 23 barangays of the municipality of Conner for their selfless rendition of public services, serving their communities. “Dakkel nga pakalag-anan saan laeng nga ti DOLE ken munisipyo iti kina-adda yu,” the congresswoman said.
As designated counterparts of the Department of Labor and Employment (DOLE) and municipal PESO managers, the BESOs are tasked to facilitate the implementation of various programs such as Tulong -Panghanap buhay para sa Ating Disadvantaged/Displaced Workers (TUPAD), Government Internship Program (GIP), Special Employment for Students (SPES),job fairs and career guidance, and other livelihood programs.
The incentives distributed is one of the ways Cong. Leah shows her appreciation towards the frontline partners in local communities in order to inspire them to be active force for a transformed and more positive governance.
The BESOs, meantime, being grateful for the incentives, pledged for a deeper accountability to the performance of their respective functions.
The municipality of Conner is the first LGU in Apayao to designate its BESOs. The legislator’s awarding of incentives to the BESOs was accompanied by DOLE-Apayao staff member Atty. Mark Tungpalan, Conner municipal acting Mayor Alex Aswigue and Sangguniang Bayan members Lotty A. Sison, Ethel Buaga, Abe Sanchez, PESO manager Jocelyn Sagad-ey, and some barangay officials.
