CONNER, Apayao – The Apayao office of the Department of Agrarian Reform (DAR) conducted documentation, agrarian legal assistance and information campaigns on land disputes relating to agrarian programs in Conner Apayao as means to help DAR farmer beneficiaries.
Held recently at Barangays Manag and Katablangan, DAR successfully provided agrarian legal aid/intervention to, and service of the decisions/resolutions of cases related to the Agrarian Law Implementation (ALI) upon farmer beneficiaries (FBs) of a landholding.
The OCT CLOA P-947, which was registered in the name of Benito Lugayan et al., was the main subject of a 4-day documentation.
According to RA 6657, DAR has the primary authority to decide on and solve reform cases as well as to provide free legal help to farmer-beneficiaries who are affected by agrarian disputes. Adjudication of cases and agrarian legal assistance (ALS) are two aspects of the delivery of agrarian justice.
In order to prevent disputes from developing into court cases, the DAR currently uses more aggressive alternative dispute resolution approaches during mediation. The overarching goal is to convince the disputing parties to resolve their differences out of court or amicably before the DAR.
During the documentation, the ALS Team informed farmer beneficiaries of specific procedures that needed to be followed once they submitted the papers asked of them regarding a disputed landholding.
This, according to the ALS team, helps to set the tone for the activity and explain the intricacies of the paperwork and processes needed to be undertaken by the farmer beneficiaries. By PIO Apayao
