Local legislators granted authority to the local chief executive representing the city government to enter into a memorandum of understanding (MOU) with the North Maharlika Energy Corporation (NMEC) represented by its president Bertito T. Palma for the conduct of a feasibility study on waste to energy project at no cost to the city within four months from approval subject to compliance to pertinent laws on procurement.
Under Resolution No. 009, series of 2024, the Committee on Laws, Human Rights and Justice recommended that the conduct of the manifested detailed feasibility study and related or incidental activities for the conduct of the same be allowed and assisted in the same manner as extended to similar waste to energy project proponents.
For the said purpose, the body stipulated that authority is recommended for the local chief executive to enter into such understanding on the conduct of the said feasibility study similar to the authority granted in Resolution No. 238, series of 2019 to an earlier proponent.
Earlier, the body considered a letter dated October 26, 2023 of Bertito T, Palma, president, North Maharlika Energy Corporation, expressing interest in contributing technical expertise of their company in the conduct of the detailed feasibility study, securing of permits and licenses, energy off -tech negotiations, pre-development and commercial activities for the implementation of the 6.597-megawatt Baguio waste to energy project in conjunction with the memorandum of understanding signed between the Philippine National Oil Company – Renewable Corporation (PNOC-RC) and the city through Resolution No. 238, series of 2019.
The council expressed that the company signified its general objective and intent to establish and enter into a partnership for the development, construction, and operationalization of the waste to energy project to help the local government in processing and converting most of its waste into usable and renewable sources of energy.
Copies of the approved resolution will be transmitted to the concerned offices of the local government and the company concerned for their information, guidance, ready reference and further needed action. By Dexter A. See
