BAGUIO CITY – The City Council, during last Monday’s regular session, authorized Mayor Benjamin B. Magalong to represent the city and enter into an agreement with the Baguio General Hospital and Medical Center (BGHMC) for the provision of psychosocial services to patients admitted at the Baguio City Community Isolation Facility situated in the former Sto. Niño Hospital, Padre Burgos barangay.
Earlier, Mayor Magalong requested from the council authority to enter into an agreement with BGHMC for the provision of psychosocial services to patients admitted at the city’s isolation facility.
He disclosed the agreement is necessary to allow the BGHMC to assist and extend psychosocial and psychiatric management of patients admitted at the city’s isolation unit; prescribe the appropriate medications, where necessary; and track the patients psychosocial condition and progress via teleconference or video conference, whichever is applicable among others while they are confined in the said facility.
Under the proposed agreement, the city shall administer self-reporting questionnaires (SRQ) on all patients admitted at the city isolation facility; compute SRQ results and assess the need for referral to the BGHMC psychiatric department based on the SRQ results and coordinate referrals to the BGHMC psychiatric department through teleconference via the facility’s in-house phone facilities.

On the other hand, the BGHMC shall provide the city’ isolation unit patients with psychosocial and psychiatric management deemed necessary based on SRQ results; prescribed appropriate medication where necessary and track the patient’s psychosocial condition and progress via teleconference or video conference, whichever is applicable based on the prevailing situation in the said facility.
Both parties agreed to perform, fulfill, abide by, and submit to any and all the provisions and requirements and such other matters related, contained or expressed or reasonable inferred from the said agreement.
Further, any modification or amendment to the aforesaid agreement shall be mutually agreed upon in writing by all the affected patients while all notices called for by the terms of the same shall become effective only at the time of receipt and only when received by the parties to whom they are addressed.
The city and BGHMC agreed that the same expresses and integrates all agreements and covenants of the parties and supersedes all prior negotiations and agreements, whether written or oral and that no modification or alteration of the agreement shall be valid or binding on either parties unless expressed in writing and in agreement of both parties.
The Department of the Interior and Local Government (DILG) Memorandum Circular No. 22-064 directed all local chief executives to identify government facilities that may be temporarily converted into isolation and quarantine facilities and to immediately identify, designate and establish their respective Coronavirus Disease 2019 (COVID-19) special care facilities, in support of Resolution No. 16 dated March 27, 2020, by the inter-agency task force for the management of emerging and re-emerging infectious disease.
