LA TRINIDAD, Benguet – The provincial board recently approved a resolution requesting the National Electrification Administration (NEA) to confirm Resolution No. 2020-90 of the Board of Directors of the Benguet Electric Cooperative (BENECO) that appointed Engr. Melchor S. Licoben as the new general manager of the electric cooperative vice former general manager Gerardo P. Verzosa who retired from the service effective April 30, 2020.
Resolution No. 2020-646 stated that the NEA must favorably act on the confirmation of Licoben’s appointment as a regular and full pledged BENECO general manager to allow him to effectively and efficiently discharged his responsibilities with utmost confidence and act for the interest of the electric cooperative’s member-consumer-owners.
Earlier, the BENECO Board of Directors passed Resolution No. 2020-165 which again reiterated its request to the NEA to act on the confirmation of Licoben’s appointment because as time lapsed since the passage of Resolution No. 2020-90 appointing him as the new general manager of the electric cooperative.

On April 21, 2020, the BENECO Board of Directors approved Resolution No. 2020-90 appointing Licoben as the new general manager upon the effectivity of the retirement of former general manager Verzosa who retired from the service on April 30, 2020.
The provincial board pointed out that Licoben’s appointment as the new BENECO general manager was strongly supported by the BENECO Employees Labor Union (BELU), the BENECO Supervisors Association (BESA) and the department managers through a joint Resolution dated July 14, 2020.
Further, the board stipulated that all the municipal governments in the province strongly supported Licoben’s appointment as the new BENECO general manager through the passage of separate resolutions by each of the municipal councils of the 13 municipalities.
The board added that the League of Municipalities of the Philippines (LMP) Benguet chapter and the Vice Mayor’s League of the Philippines (VMLP) Benguet chapter unanimously passed separate resolutions also strongly supporting Licoben’s appointment and recognized his technical expertise, vast knowledge of the intricacies of the power industry and experience in managing the affairs of the power distribution as his advantage to sustain the gains of the electric cooperative being one of the top performing electric cooperatives in the country.
The board asserted that the overwhelming support bestowed on Licoben by the concerned stakeholders that included respected media and business organizations should send a clear message to the NEA that it should already favorably act and confirm the BENECO board resolution appointing him as the new general manager as he enjoys the strong support of a cross section of the franchise area, including member-consumer-owner organizations from the different barangays.
The Baguio City Council also passed a separate resolution that strongly supported Licoben’s appointment as the new BENECO general manager showing concrete evidence of the support of the member-consumer-owners to a deserving individual who was part of the team assembled by the former general manager that made a clear difference in the state of the electric cooperative from its ailing status in the past to a top performing cooperative at present.
